Philippine National Police (PNP) Chief, Police General Guillermo Lorenzo T Eleazar said on Monday that the family of drug suspect Antonio Dalit, a.k.a. Tala, has expressed no interest in pursuing administrative or criminal cases against Laguna police operatives.
Dalit, one of Laguna’s ten most wanted, was killed, along with 16-year-old Jhondi Helis, in a June 16 police operation in Biñan City.
PGen Eleazar said that the Police Regional Office 4-A’s fact-finding investigation task group, formed by Calabarzon PRO Director BGen Eliseo DC Cruz, reported that Dalit’s family, particularly the drug suspect’s sister, has expressed no interest to pursue complaints against the Laguna police operatives for the death of their kin.
“Lydia Dalit said the family believes there was no overkill and that they are aware that Tala is a known drug pusher and ex-convict,” PGen Eleazar said.
On the other hand, the PNP Chief pointed out that Helis’ mother, Cristina, asked for more time to file a complaint-affidavit with the task group and requested investigators to obtain her sworn statement until after the teenager’s burial on July 1.
“The Calabarzon investigation task group will wait for her complaint-affidavit for the filing of a criminal case in the prosecutor’s office,” PGen Eleazar said.
The Chief PNP also shared a finding by the Regional Crime Laboratory Office of PRO-4A on the autopsy which found no other distinct marking, including signs of being handcuffed, on the bodies of Dalit and Helis apart from the bulletwounds.
PGen Eleazar then renewed his appeal for witnesses to the June 16 incident to come forward and provide their sworn statements on claims that the two were handcuffed when they were shot by operatives of the Laguna Police Intelligence Unit (PIU).
Ten members of the Laguna PIU, who took part in the operation for the arrest of Dalit, remain under restrictive custody of the PRO 4-A.
“Muli akong nananawagan sa mga witnesses na mismong nakakita sa insidente na ibahagi sa ating mga imbestigador ang kanilang nalalaman para sa ikalulutas ng kaso. Tinitiyak ko ang inyong proteksyon,” PGen Eleazar appealed.
“Inaalok ko na ang sarili ko. Sa akin mismo sila lumapit kung gusto nila. Tatanggapin natin ang kanilang sinumpaang salaysay,” he assured.
Meanwhile, PGen Eleazar said that a Pre-charge Investigation for grave irregularity in the performance of duty is currently being conducted by the Prosecution Division of the National Internal Affairs Service on 11 members of the Laguna PIU.
According to the PNP Chief, Laguna PIU head PLtCol Arvin Avelino was included in the administrative charge for command responsibility.###
