Batangas PPO binisita ni PLTGEN ISRAEL EPHRAIM T DICKSON

Mainit ang naging pagtanggap ng Batangas Police Provincial Office sa pamumuno ni BPPO Acting Provincial Director PCOL GLICERIO C CANSILAO kay PLTGEN ISRAEL EPHRAIM T DICKSON, The Deputy Chief PNP for Operations sa kanyang pagbisita noong Miyerkules, Hunyo 30, 2021 sa Camp Gen. Miguel C Malvar, Batangas City.

Ipinahayag ni PLTGEN DICKSON ang kanyang kasiyahan na mabisitang muli ang Batangas PPO bilang siya ay dating naglingkod sa probinsya ng Batangas bilang Company Commander ng 401st Provincial Maneuver Group ng 2 taon noong 1998 sa Palico, Nasugbu, Batangas.

Sa isinagawang “Talk To Men” ipinaalala niya sa kapulisan ng Batangas PPO ang mahigpit na pagpapatupad ng Intensified Cleanliness Policy ni Chief PNP PGEN GUILLERMO LORENZO T ELEAZAR nang sa gayon ay mas mapalapit ang PNP sa komunidad. Aniya, napakahalaga ng performance na ginagawa ng bawat yunit ng PNP lalo na ang tinaguring QUAD Staff - Police Intelligence, Police Operations, Police Community Relations, at Police Investigation nang sa gayon ay makamit ng PNP ang Intensified Cleanliness Police in Community nang sa gayon ay makuha ang kanilang tiwala at suporta at mula dito ay mapapanatili na natin ang peace and order at mas magiging maunlad ang pamayanan na ating pinaglilingkuran.

Sa kabilang banda, ipinakita ni PCOL CANSILAO ang Opisina ng Provincial Operations and Management Unit kung saan naririto ang Enhance Managing Patrol and Deployment (EMPD) system na ginagamit ng BPPO upang matukoy ang lokasyon ng ating mga patrollers at mobile patrol nang sa gayon ay mas mapabilis ang reaksyon ng ating kapulisan sa pagtugon sa mga insidente o krimen na kung saan, malo-locate agad kung sino ang pinakamalapit sa lugar ng insidente.

Deputy Chief PNP for Operations Visits PRO4A, Presides Oversight Committee Meeting

Camp BGen Vicente P Lim – The Deputy Chief PNP for Operations (TDCO), PLTGEN Israel Ephraim T Dickson visited the Police Regional Office CALABARZON today, and presided over the Oversight Committee Meeting on Anti-Illegal Drugs, Enhanced-Managing Police Operations (E-MPO), PNP Committee on Legal Action (COLA), and Counter Terrorism Task Force (CTTF).

Members of the Police Regional Office CALABARZON headed by the Regional Director, PBGEN Eliseo DC Cruz warmly welcomed the TDCO in his return to PRO CALABARZON after years of becoming the Deputy Regional Director for Operations and Deputy Regional Director for Administration subsequently. 

During the activity, representatives of selected offices presented to the Deputy Chief for Operations the updates on Counter Terrorism Task Force, PNP Committee on Legal Action, E-MPO, Anti-Illegal Drugs Campaign as well as the Joint Task Force COVID-19 Shield.

The presentation focused on how far these programs and initiatives made an impact to the existing peace and order situation in the region. The presentations also highlighted the efforts and actions made by the concerned unit and PRO CALABARZON in general, yielding to the various significant accomplishment of the command.

PLTGEN Israel Ephraim T Dickson in his message, said he was pleased to be back in PRO4A and thanked everyone for the warm welcome. The Deputy Chief PNP for Operations also said that this was his first official visit in PRO4A in his capacity as the TDCO and was proud of the initiatives he had observed which was presented by the Regional Director, PBGEN Eliseo DC Cruz.  “Yung gusto naming gawin doon (PNP-NHQ) ay ginagawa na dito sa PRO4A,” he said emphasizing the use of issued Body Worn Cameras which he commended along with the establishment of the PRO4A Command Center. “Kung may naiisip tayong maganda related to the Chief PNP’s Intensified Cleanliness Policy ay gawin natin. Let the people know that we are doing it,” he further added.  

PLTGEN Dickson also applauded the SIKAP or Sitio Kapayapaan Project of PRO4A which caters to the Former Rebels to let them start a new life after being involved in the Communists Terrorist Groups. “This has to be publicized because this will be the banner project of PRO4A and let be adopted by other regions so that we could convince more of these rebels to bring down their arms and return back to the folds of the law,” he also mentioned. 

Meanwhile, PBGEN Eliseo DC Cruz also thanked the Deputy Chief, PNP for Operations and expressed gratitude for sharing his time to visit and grace said activity. PBGEN Cruz assured him on the advance efforts of the members of Police Regional Office CALABARZON in delivering their jobs to ensure a more peaceful CALABARZON communities and a better and safe place to live and do business.

“We have already provided Body Worn Cameras to every Police Stations in the region and we shall be soon utilizing the Command Center to see for ourselves the actual activities of our personnel in the different stations. This will help us in identifying lapses and irregularities of our men, if there are such and to avoid suspicions from the public particularly in the conduct of major operations such as Service of Warrant of Arrest, Search Warrant, Anti-Illegal Drugs Operation and even the conduct of Checkpoints,” the Regional Director added.###

SSS redesigns mobile app to better serve members, employers

The Social Security System (SSS) said the latest iteration of the SSS Mobile App offers new design features that make its user interface easier to navigate for members and employers.

SSS President and Chief Executive Officer Aurora Ignacio said the redesigned SSS Mobile App features a new look and feel to make it more user-friendly and to provide a better user experience to members and employers.
 
The SSS chief explained that the pension fund considered the user behavior and engagement with the mobile app in developing the SSS Mobile App version 4.0. "It magnifies our commitment to better serve mobile app users by continuously incorporating the latest in mobile technology," she added.
 
Among the new features in the SSS Mobile App 4.0 is the redesigned dashboard, which now features information on the enrolled disbursement account of the member and direct links to official SSS accounts on Facebook and YouTube.
 
SSS also made improvements on the branch locator feature. With the innovative design, users can search for any SSS branch, and the mobile app will pin the exact location of the SSS branch using the Google Map for Android and Huawei Petal Maps smartphone users. Thumbnails containing the address and contact details of the branches are also displayed on the locator map.
 
The improved dashboard of the mobile app also enables users to access transactional information and features sliding ad links of SSS informational campaigns. Users can navigate through the mobile app even using just one hand.
 
"Aside from My.SSS web portal, the SSS Mobile App is our top online facility that caters to millions of transactions from members and employers. We recognize that mobile technology is continuously improving, and that is why we keep our mobile app abreast with the latest development to serve our users better," Ignacio added.
 
Ignacio pointed out that digital technology is the new norm to provide easier and safer access to services and transactions, especially during this pandemic. "That is why SSS embraces the latest technological developments to make its programs and services available to members, pensioners, and other stakeholders 24/7," she added.
 
"Our members and employers can use the SSS Mobile App for many SSS transactions. For instance, members can use the mobile app to update contact information details such as their mailing address, email address, and mobile number or view the status of contributions, loans, and benefit claims. They can also use it to file their salary loan application, generate the Payment Reference Number for contribution payment, pay their monthly contributions, submit their maternity notification, among others," Ignacio explained.
   
Ignacio added that even employers can now use the SSS Mobile App for their SSS transactions. For example, employers can update their contact information (R8), such as email addresses and contact numbers. They can also view the enrolled bank information and the status of the contribution and loan payments. Employers can use the mobile app to generate the PRN for contribution payments and check the SSS and contributions to the Employees' Compensation (EC) program. The mobile app also allows employers to file their sickness and maternity reimbursement claims.
 
Members and employers with existing SSS Mobile App on their devices can go to the app store and click the update button. Look for Version 4.0.0 in the Google Play store and Version 4.0.1 in Huawei AppGallery. If the update button is not available, app users need to uninstall the previous version and install the latest one. The new SSS Mobile App is not yet available on the iOS App Store.
   
As of April 2021, the SSS Mobile App has 8,194,799 downloads on Google Play Store and 5,325,143 on Huawei AppGallery. Downloads on the iOS App Store reached 1,052,214. It is the second most downloaded free app in the productivity category on Google Play Store. At the same time, it ranks fourth in the finance category on the Huawei AppGallery, and the utilities category on iOS App Store.
 
Launched in 2018, the SSS Mobile App is designed to provide a more convenient way for members to transact with the state pension fund without the hassle of queuing in the branches. It was initially developed for members and was expanded for the use of member-employers in December 2020. Since its launch, the SSS Mobile App has facilitated an average of 85,000 transactions daily.

DOH-CALABARZON conducts mandatory Drug-Testing among personnel

To ensure that each and every employee of the agency is drug-free, the Department of Health (DOH) – CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) conducted a mandatory drug-testing among its personnel as part of the drug free workplace campaign of the government.

Officials and staff were directed to during the activity which was held on from June 9-10 and June 15-17, 2021.

According to Theresa Y. Malubag, Senior Health Program Officer and Regional Outcome Manager for Substance Abuse Prevention Program, a total of 318 personnel submitted themselves for drug testing.

Confirmatory test of the personnel who undertook the drug testing will be sent back to the regional office by the National Reference Laboratory after confirmation.

“Any official or employee found to be positive from the confirmatory test has 15 days from receipt of notice to challenge the result. Failure to file a challenge within the prescribed period shall make the positive drug test result final. Any government official or employee who tested positive shall also a Drug Dependency Examination, six months counselling and continued drug testing for six months depending on the category such as experimenter, occasional user or chronic user/drug dependent,” Malubag explained.

The activity was conducted pursuant to the mandates provided in the Comprehensive Dangerous Drugs Act of 2002 and in compliance with the DOH Memorandum No. 2019- 0078 - Guidelines in the Institutionalization of a Drug-Free Workplace Program in the Department of Health and Civil Service Commission Memorandum Circular No. 12 Series of 2017 - Guidelines in the Mandatory Random Drug Test for Public Officials and Employees and for Other Purposes.

OIC-Director Paula Paz M. Sydiongco stated that the conduct of a randomized drug testing is to deter employees from abusing illegal drugs. “By doing so, we can be able to identify timely and appropriately refer employees who have drug problems and provide them the necessary interventions they need.”

A “Virtual Training on Screening, Brief Intervention and Referral to Treatment (SBIRT) of Persons Who Use Drugs (PWUDS)” was also conducted from June 21-25, 2021 and was attended by 68 officials from various local government units and government agencies of the region.

The (SBIRT) is a public health approach to provide early intervention and treatment services for individuals at risk of developing substance abuse and those who already developed drug disorders.###

Laguna drug suspect’s kin not interested in pursuing case VS cops; PNP Chief renews appeal for witness to surface

Philippine National Police (PNP) Chief, Police General Guillermo Lorenzo T Eleazar said on Monday that the family of drug suspect Antonio Dalit, a.k.a. Tala,  has expressed no interest in pursuing administrative or criminal cases against Laguna police operatives.

Dalit, one of Laguna’s ten most wanted, was killed, along with 16-year-old Jhondi Helis, in a June 16 police operation in BiƱan City.

PGen Eleazar said that the Police Regional Office 4-A’s fact-finding investigation task group, formed by Calabarzon PRO Director BGen Eliseo DC Cruz, reported that Dalit’s family, particularly the drug suspect’s sister, has expressed no interest to pursue complaints against the Laguna police operatives for the death of their kin. 

“Lydia Dalit said the family believes there was no overkill and that they are aware that Tala is a known drug pusher and ex-convict,” PGen Eleazar said.

On the other hand, the PNP Chief pointed out that Helis’ mother, Cristina, asked for more time to file a complaint-affidavit with the task group and requested investigators to obtain her sworn statement until after the teenager’s burial on July 1.

“The Calabarzon investigation task group will wait for her complaint-affidavit for the filing of a criminal case in the prosecutor’s office,” PGen Eleazar said.

The Chief PNP also shared a finding by the Regional Crime Laboratory Office of PRO-4A on the autopsy which found no other distinct marking, including signs of being handcuffed, on the bodies of Dalit and Helis apart from the bulletwounds.

PGen Eleazar then renewed his appeal for witnesses to the June 16 incident to come forward and provide their sworn statements on claims that the two were handcuffed when they were shot by operatives of the Laguna Police Intelligence Unit (PIU).  

Ten members of the Laguna PIU, who took part in the operation for the arrest of Dalit, remain under restrictive custody of the PRO 4-A.

“Muli akong nananawagan sa mga witnesses na mismong nakakita sa insidente na ibahagi sa ating mga imbestigador ang kanilang nalalaman para sa ikalulutas ng kaso. Tinitiyak ko ang inyong proteksyon,” PGen Eleazar appealed.

“Inaalok ko na ang sarili ko. Sa akin mismo sila lumapit kung gusto nila. Tatanggapin natin ang kanilang sinumpaang salaysay,” he assured.

Meanwhile, PGen Eleazar said that a Pre-charge Investigation for grave irregularity in the performance of duty is currently being conducted by the Prosecution Division of the National Internal Affairs Service on 11 members of the Laguna PIU.

According to the PNP Chief, Laguna PIU head PLtCol Arvin Avelino was included in the administrative charge for command responsibility.###

1,416 blood bags collected in Calabarzon during blood donation drive

This year’s blood donation drive conducted in CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) by the Regional Voluntary Blood Services Program (RVBSP) in coordination with various partner agencies including the Alagang Kapatid Foundation, Iglesia ni Cristo and local government units of various provinces yielded a total of 1,416 blood bags and 9 platelet apheresis during the celebration of World Blood Donor Day from June 11-25, 2021.

A total of 225 successful blood donors donated their blood during the blood donation drive in the town of Mendez in the province of Cavite; 108 in Los Banos, Laguna; 81 in Tanay, Rizal; 189 in Camp Karingal, Quezon; 167 in Malvar, Batangas; 227 in General Trias, Cavite; 135 in Gumaca, Quezon; 73 in Hotel Sogo Cubao in Quezon City and 211 successful blood donors contributed during the blood donation activity conducted in Kawit, Cavite.

In support of the Department of Health’s (DOH) mandate to provide adequate supply of safe and non-remunerated blood supply for patients needing blood products, the Regional Voluntary Blood Services Program regularly conducts blood and apheresis donation among its employees.

RVSP Coordinator Myla Velgado said that the routine conduct of blood donation helps ensure a sufficient and quality supply of blood products. “A bag of blood can save up to three lives. It is separated into platelets, plasma, red blood cells and white blood cells which can be given to at least three patients.”

“Blood is free. Blood should be shared. Blood donation is the most humane gesture a person can do. And it is the simplest way to save a life,” Velgado stated.

According to the World Health Organization, blood donation by 1% of the population is the minimum needed to meet a country’s most basic requirements for blood.

“Let us continue saving lives by voluntarily donating our blood. It is the foundation of safe and sufficient blood supply,” Velgado emphasized.

PDIC to sell agricultural lots via public e-bidding on July 22

The Philippine Deposit Insurance Corporation (PDIC) will sell a total of 47 agricultural lots owned by closed banks for and aggregate minimum disposal price of P92.4 million through electronic public bidding (e-bidding) at https://assetsforsale.pdic.gov.ph on July 22, 2021.

A one-time registration in the PDIC e-bidding portal is required for interested buyers to enable them to participate in the e-biddings. Interested buyers may visit the e-bidding portal for the registration procedures. 

Online bids shall be accepted by the PDIC Real and Other Properties Acquired (ROPA) Disposal Committee only from registered direct buyers. Online bids may be placed between 9:00 A.M. on July 21, 2021 and 1:00 P.M. on July 22, 2021. The e-bidding portal may also be accessed by clicking the “Assets for Sale” icon in the PDIC website homepage at www.pdic.gov.ph.

To be sold on an “as-is, where is” basis are 39 vacant agricultural lots and eight agricultural lots with improvements located in Batangas, Bulacan, Camarines Sur, Guimaras, Iloilo, Lanao del Norte, Marinduque, Negros Occidental, Negros Oriental, Northern Samar, Nueva Ecija, Palawan, Pangasinan and Siquijor. The land areas of the agricultural lots range from 707 square meters to 200,173 square meters with selling price ranging from P65,545.00 to P14.3 million.

ELEAZAR warns PNP personnel vs engaging in partisan politics

Philippine National Police (PNP) Chief, Police General Guillermo Lorenzo T Eleazar reminded all police personnel against engaging in partisan politics with the election season fast approaching. 

PGen Eleazar issued the reminder following Department of the Interior and Local Government (DILG) Secretary Eduardo AƱo’s warning to PNP personnel to remain non-partisan or face dismissal from the service. 

“Policemen have no business in politics unless they resign and run for public office or openly support a candidate. We have already mechanisms to isolate the PNP from politics and we will make sure that all of these are in place and are properly observed,” said PGen Eleazar.

“Pinaalalahanan ko lang ang ating mga kapulisan na hanggang 56 years old ang career ninyo sa PNP, mas mahaba ang tour of duty ninyo as policemen kumpara sa mga pulitiko. Kaya huwag ninyong sayangin sa maikling panahon ng kampanyahan at halalan ang mga taon na dapat ay kayo ay nasa serbisyo dahil kung mapatunayan na nakikialam kayo sa pulitika, ang laki ng mawawala sa inyo at kasama diyan ang mga benepisyo gaya ng pension kapag kayo ay nagretiro,” he added.

The National Police Commission, chaired by SILG Secretary AƱo, recently dismissed from the service six Negros Oriental policemen after finding them guilty of grave misconduct and grave irregularities in the performance of their duty by subjecting in 2017  then Moises Padilla Municipality Vice-Mayor Ella Garcia-Yulo to an illegal search and seizure. 

After a thorough probe, the Napolcom found that the six PNP personnel subjected Yulo to political harassment as she was planning to run for mayor in 2019 against then incumbent Mayor Magdaleno PeƱa.

“The incident that happened in Negros Occidental wherein six PNP personnel were dismissed from the service for dipping their fingers into local politics should serve as a warning to all other personnel about the risk they are staking for involving themselves in politics,” said PGen Eleazar.

“Gaya ng babala ni SILG Eduardo AƱo, aking pinaaalalahanan ang ating mga pulis na huwag na makigulo pa of makisawsaw sa mundo ng pulitika. Huwag po tayong magpagamit sa mga pulitiko na may hindi magandang agenda dahil sa huli, ikasisira lang natin ito,” he added.

According to PGen Eleazar, PNP personnel should instead focus on coming up with measures to ensure an orderly, credible and peaceful national and local elections next year. 

“Ang ating pagtuunan ng pansin ay kung paano makatutulong ang PNP na matiyak ang malinis at maayos na halalan sa 2022,” PGen Eleazar said.###

Economic recovery to be top concern in 2022 elections: Cayetano

Former Speaker Alan Peter Cayetano on Friday said the country’s economic recovery will take center stage in the 2022 national and local elections.

In an interview with the media during the rollout of vaccines and distribution of cash aid for seafarers on June 25 at Taguig City, Cayetano said economic recovery measures as well as moves to strengthen the country’s health system will be the key concerns among voters in the upcoming elections.

“The single largest factor in 2022 is yung mga solusyon sa mga problema na dinala ng COVID-19,” he said.

(The single largest factor in 2022 is what solutions a candidate will propose in response to the problems triggered by COVID-19.)

With the national government still concentrated on the medical front, Cayetano said he is deeply concerned about the country’s efforts towards economic recovery, which lag behind the economic stimulus programs being implemented in other countries.

“Nakikita ko na may plano sa medical side: sa pagbakuna, sa pag contact tracing, sa isolation, sa pagpapalaki ng kapasidad ng mga ospital. Pero doon sa economic side, kung ano yung galing natin before COVID-19, sana po ganun din ngayon. Kasi (compared) sa ibang bansa, naiiwanan na tayo sa (economic) stimulus,” he said.

(We already have a plan on the medical side: on vaccination, contact tracing, isolation, and increasing the capacity of our hospitals. But on the economic side, we should strive for economic progress similar to what we experienced before the pandemic. Because compared to other countries, we’re lagging behind in terms of economic stimulus.) 

Cayetano, who recently said he is considering running for higher office next year, suggested that all presidentiables should work with experts from different fields in developing a five-year COVID-19 economic recovery plan.

“Ipatawag yung mga presidentiables. Ipatawag yung mga eksperto sa agriculture, sa mineral resource development, sa manufacturing, sa tourism, sa finance, at gumawa kayo ng plano na madaling maintindihan,” he said. 

(Convene all the presidentiables. Convene our experts in agriculture, mineral resource development, manufacturing, tourism, and finance. Let’s make a plan that is easy to understand.)

The former Speaker said expanding the government’s cash aid program and distributing P10,000 to every family would help local government units (LGUs) respond more effectively to the economic impacts of the pandemic.

“Mas madadalian ang lahat ng LGU kung aaprubahan yung sampung libong ayuda para sa bawat pamilya. Kaya naman labas nang labas ang mga tao, kahit delikado, kasi wala nang pambili ng pagkain,” Cayetano said.

(Our LGUs will have an easier time once the P10,000 cash aid program is approved. People keep on going out despite all the risk involved because they have to look for ways to feed their families.)

Cayetano and his allies filed the 10K Ayuda Bill in early February, aiming to boost household consumption and boost economic growth. While the bill was consolidated into the Bayanihan 3 bill, its proposed amount for cash aid was not adopted.

On June 1, the House of Representatives passed the Bayanihan 3 bill on third and final reading.

Comparing the cash aid program to the Pantawid Pamilyang Pilipino Program (4Ps), Cayetano argued that widespread unemployment and hunger justify the annual distribution of P10,000 to every family for the next three to five years. 

“Marami ang natanggal sa trabaho. Dumoble ang gutom. Why not add another hundred billion for the next three to five years para ang bawat pamilyang Pilipino, whether through 4Ps or diretso, may P10,000 once in a year para makabangon at makabawi?” he said. 

(Many lost their jobs. The hungry have doubled in number. Why not add another hundred billion for the next three to five years so that every Filipino family can receive P10,000 once a year directly or through 4Ps? This will allow them to rise up and make up for lost income.)

On Friday, Cayetano and his allies distributed P10,000 to 300 seafarers affected by the ongoing pandemic, as well 100 commenters from the event’s Facebook livestream.

This is part of the group’s Sampung Libong Pag-Asa program, which was inspired by the vision of the 10K Ayuda Bill.

The initiative was launched to help the poorest of the poor in provinces and among sectors hit by the economic impacts of the pandemic. To date, more than 3,000 beneficiaries nationwide have already received cash aid through the program. ####

Ayon pa kay Chairman Guevarra, dalawang beses na aniya etong isinagawa ang pagbibigay ng ayuda sa kanilang Brgy na ang una ay ginanap noong nakaraang buwan, Mayo 29 na umabot sa mahigit dalawang daang benepisyaryo ang nakatanggap ng ayuda at ngayong araw ng Linggo, Hunyo 27 ay umabot naman sa mahigit tatlong daang pamilya ang nakinabang .

"Masaya po ako, kaming mga taga Sitio Ulik at mga taga Purok 2 dahil mayroon po kaming ka-Barangay na may mabuting puso at hindi nag dalawang isip na tumulong lalo na ngayong panahon ng pandemya. Nagpapatunay lamang po na hindi pa rin nawawala ang" Spirit of Bayanihan" sa Brgy Mabacan dahil kahit sa panahon ng kagipitan ay nagtutulungan at nagdadamayan pa rin", aniya ni Guevarra.

"Nagpapasalamat po kami kay Ma'am Evelyn Oliveros, Ma'am Norma Apacionado at sa kanilang mga kasamahan dahil sa naisipan nilang mag organisa ng ganitong klaseng proyekto", dagdag pa ni Guevarra.

Sinabi naman ni Madam Evelyn Oliveros, may-ari at nagtayo ng Pook ni Remedios Community Pantry na hindi daw sa kanya dapat magpasalamat kundi sa ating Mahal na Panginoong Diyos dahil aniya eto ang nagbigay sa kanya ng mga taong may mabubuting puso upang magpa abot din ng mga tulong kung kaya't labis din ang kanyang pasasalamat sa kanyang mga kaibigan at mga kamag-anak na walang humpay ang suporta sa pagtulong sa kaniyang proyekto.

Dagdag pa ni Oliveros na hangga't may nagbibigay ng donasyon o may magpa-abot ng tulong ay tuloy-tuloy din aniya ang kanyang Community Pantry para sa kanyang mga ka-barangay. Dahil para sa kanya ang bigay ng Diyos ay dapat lamang ibahagi din sa mga nangangailangan.

Buo din ang pasasalamat ni Chairman Guevarra sa kanyang pitong masisipag at aktibong mga Brgy Kagawad kasama si Kagawad Edgar Velasco ng Peace and Order at ang ilan sa mga Brgy Tanod na tumulong at sumuporta upang maging maayos at matagumpay ang isinagawang Community Pantry.

Cayetano itinulak ang TESDA training para sa pamilya ng mga Pilipinong marino

Nanawagan kahapon si dating House Speaker Alan Peter Cayetano sa Technical Education and Skills Development Authority (TESDA) na magkaroon ng programang pangkabuhayan na magtuturo sa pamilya ng mga Pilipinong marino na magtayo ng negosyo upang sa oras na magdesisyon ang mga marino na manatili na sa lupa ay may madatnan silang pagkakakitaan.

“Kasi ang napansin ko, ang pamilya minsan nakapasa d'un sa OFW. Pero pwede kasi na habang kumakayod — sabi nga eh “kayod marino” — ‘yung ating mga OFW, meron po sa pamilya na pinag-aaralan na ‘yung negosyo na gusto n’ung pamilya n’ya,” wika ni Cayetano noong June 25 sa pagsasagawa ng Sampung Libong Pag-Asa program bilang selebrasyon ng International Seafarers Day.

Aniya, marami sa mga Pilipinong marino ay nais nang huminto sa pagtatrabaho sa laot pagkatapos ng 15 hanggang 20 taon kaya mahalagang magamit ng kanilang pamilya nang tama ang kanilang mga naipon.

“After a while sasabihin nila ayaw na nilang malayo sa pamilya nila, gusto man lang nila college ang anak nila makita man lang nila at ‘yung inipon ay magamit nang tama,” wika ng dating Speaker.

Bilang pagtanaw sa kanilang kontribusyon sa ekonomiya ng Pilipinas, namahagi ng tig-P10,000 ayuda si Cayetano at ang kaniyang mga kaalyado sa 200 Pilipinong marino. 

Marami sa kanila ay anim na buwan o higit nang naka-line up at naghihintay na makasampa ng barko. Mayroon ding mga nakatakda nang sumampa nguni't napurnada dahil sa magkakaibang COVID-19-related restrictions sa mga port.

Ang mga benepisyaryo ay nagmula sa Quezon City, Caloocan, Taguig, Manila, at iba pang panig ng bansa.

“Wala kaming source of income kundi makabalik sa dati naming trabaho," wika ni Jose Ramping, isa sa mga benepisyaryo na anim na buwan nang nasa waitlist ng kaniyang kumpanya.

Aniya, wala ring trabaho ang kanyang asawa sa probinsya. Ang mga ipon lamang niya ang pinagkukunan ng panggastos ng kaniyang pamilya.

Matapos makarinig ng mga kwentong tulad nito, nanawagan din si Cayetano sa mga ahensya ng gobyerno na palaguin pa ang kanilang mga programang pantawid para sa mga marino.

“Sigurado naman silang (mga marino) makakasweldo eh. So I think, dapat maging mas progressive po ang ating mga ahensya, whether POEA, OWWA, DFA, na kung kailangan ng five, 10, 20 thousand pesos ang seafarers pantawid lang po, [ibigay natin],” pahayag niya.

“Kasi kung hindi mo pinatawid, grabe po ang hirap na idudulot sa pamilya. Halimbawa po nagkasakit sila, eh ‘di hindi na sila makakaalis, eh ‘di lalong problema ng gobyerno ‘yung buong pamilya nila,” dagdag niya.

Inilunsad ni Cayetano at kanyang mga kaalyado ang Sampung Libong Pag-Asa noong Mayo 1 upang mabigyan ng tig-P10,000 ang mga pamilyang lubos na tinamaan ng pandemya upang makabili ng kanilang pang-araw-araw na pangangailangan at makapagtayo ng maliit na negosyo.

Simula noon ay nasa 3,000 pamilya na ang natulungan ng nasabing programa.

Bago pa man ang Sampung Libong Pag-Asa ay inihain na ng grupo ang 10K Ayuda Bill na naglalayong mabigyan ng P10,000 ang bawat pamilyang Pilipino sa gitna ng pandemya.

Kinonsidera ito ng House sa ilalim ng Bayanihan 3 na inaprubahan nitong Hunyo 1, nguni't hindi isinama ang probisyong magbibigay ng P10,000 ayuda sa bawat pamilya. ###

19th Depositor Protection and Awareness Week celebration highlights importance of saving in banks

The weeklong nationwide observance of the 19th Depositor Protection and Awareness Week (DPAW) on June 16-22 led by the Philippine Deposit Insurance Corporation (PDIC) was anchored on the theme, “Maniguro, Mag-impok, Mag-deposito sa Bangko”, that aptly described the need to save money in banks during these uncertain times.

As lead agency for DPAW, the PDIC rolled out a public awareness campaign that made use of traditional and social media. Its radio and TV infomercials, radio segments, Facebook live streams, social media posts and newspaper supplements helped promote the key concepts of wise saving, responsible banking, the benefits of having bank accounts, and the ease of opening bank accounts through the basic deposit account to pursue inclusivity for those who are unbanked and have no access to financial services.

PDIC President and CEO Roberto B. Tan said, “No matter how small, Filipinos should start saving in banks to promote a proactive mindset. Practiced on a consistent basis, saving will help secure their future. Those who set aside some funds were the ones who were able to successfully weather the impact of financial disruptions during the strict quarantine periods.”

The public awareness campaign shared stories of success among plainfolks, OFWs, and micro, small, and medium-sized enterprises, on how having a bank account helped them become more disciplined with their finances and slowly realize their dreams for their families. Experts from the financial industry also shared tips and guideposts on how Filipinos can better protect their finances. 

Banks and partner-agencies were also instrumental in promoting the lessons of this year’s DPAW celebration through their participation over their individual websites and social media accounts. Through the digital and various channels for promotion, the DPAW message resonated and reached many stakeholders despite the limitations under normal. 

The observance of DPAW is mandated by Presidential Proclamation No. 358 s.2003 to help strengthen the Philippine banking system through enhanced depositor confidence that will help sustain economic growth.

As the state deposit insurer, the PDIC is mandated to protect depositors through the maximum deposit insurance coverage of PhP500,000 per depositor, in case of bank closure. The PDIC’s pledge of protection for the depositing public is summed up by its corporate tagline, “Bank deposit mo, protektado!”

DILG welcomes EO granting death and burial benefits for Indigenous Peoples serving in barangays

The Department of the Interior and Local Government (DILG) welcomed the signing of an executive order that grants death and burial benefits to Indigenous Peoples Mandatory Representatives (IPMRs) in barangays who die during their term of office as this “gives due recognition to the significant role and contribution of IPMRs in promoting the welfare of indigenous peoples.”

DILG Secretary Eduardo M. AƱo said EO 139 signed by President Rodrigo R. Duterte affirms the invaluable role of IPMRs in barangay policy-making and governance by providing them benefits enjoyed by other similarly situated barangay officials.

“We thank President Duterte for recognizing the invaluable contributions of IPMRs in the barangays by signing EO 139. The DILG will ensure the efficient implementation of this EO and make sure that our IP kababayans receive the appropriate amount of benefits,” said AƱo.

According to the DILG Secretary, among the duties of the IPMR are to formulate the Indigenous Peoples (IP) agenda with the community and conduct regular meetings with IP elders or leaders or the entire community. 

They shall also sponsor ordinances and resolutions and conduct committee hearings that will promote and protect the well-being and interests of his or her community and include in the local government unit (LGU) annual budget the implementation of programs and projects relevant to the community.

“The IPMRs hold the banner for indigenous peoples in the communities and on their shoulders lie the responsibility of ensuring that the sentiments and needs of IPs are addressed and given priority. Hence, it is but proper that IPMRs be given the benefits they truly deserve,” said AƱo.

Under the EO, the DILG, in coordination with the Department of Budget and Management (DBM) and the National Commission on Indigenous Peoples (NCIP), is directed to determine the amount that is necessary to cover the death and burial benefits of IPMRs in barangays who die during their term of office. The DILG is further tasked to include the same in its annual budget proposal, subject to the regular budgeting process.

“We will immediately buckle down to work with DBM and NCIP to determine the death and burial benefits for IPMRs who passed away during their term,” said AƱo.

EO 139 amends EO 115, series of 2002 on “authorizing payment of death benefits to barangay officials who die during their term of office” to cover IPMRs.  All other provisions of EO 115 not modified shall remain in full force and effect.

Under EO 139, IPMRs who die during their term of office are entitled to the death and burial benefits granted to barangay officials under the General Appropriations Act (GAA) for Fiscal Years 2020 and 2021, specifically the special provision on the death benefits fund for barangay officials. 

Meanwhile, DILG Spokesperson and Undersecretary Jonathan E. Malaya said that the grant of benefits enjoyed by similarly situated officials to IP reps is a testament to the government’s continued support to Indigenous Cultural Communities (ICCs).

 

“With the signing of EO 139, IPMRs who serve as the voice of the IPs in barangays can now be given proper recognition and support for their faithful service to their communities,” he said.

SSS membership tally now more than 40 million, advises use of digital systems to serve more members

The Social Security System (SSS) announced that there are 40.49 million covered members as of April 2021, allowing it to expand social security protection services to more individuals, particularly in times of contingencies.

About 76 percent or 30.77 million are employed members, while 5.03 million are voluntary paying members, 3.35 million are self-employed members, and 1.34 million are Overseas Filipino Worker (OFW) members.
"Our rapidly increasing membership base signifies that SSS is a basic necessity for working Filipinos. They have realized that social security protection is an investment and insurance, rather than a financial burden. Once covered by SSS, members can avail of benefits and loan privileges, thereby providing them adequate safety nets. This benefit even extends to their legal beneficiaries who can receive the SSS benefits of a deceased member," SSS President and Chief Executive Officer Aurora C. Ignacio said.

Actively paying members are allowed to claim benefits for sickness, maternity, disability, unemployment, retirement, death, and funeral. They are also qualified to avail of various loan program offerings for salary, calamity, educational, and social development, while retiree pensioners can apply for a pension loan.

To become an SSS member, an applicant must obtain a Social Security (SS) Number through the My.SSS Portal on the website www.sss.gov.ph or through the SSS Mobile App.

For an SS number to be permanent and to avail of various SSS benefits and privileges, new members are required to upload supporting documents like the PSA-certified birth certificate, marriage contract (if married), or baptismal certificate (if with children) in the online SS number application in the SSS Website.

“We also enhanced the online application of SS numbers so that members don’t have to personally visit our branches to submit the supporting documents. Aside from that, they can also submit requests for simple corrections and upload required documents through their My.SSS account for the number to be permanent,” added Ignacio.

Registrants who ​recently applied for an SS number online will be given a link to activate their My.SSS account registration under the 2-in-1 SS number online application.

“The convenience and comfort brought by our online and mobile platforms are the main reasons non-members apply for SSS coverage. Aside from obtaining an SS number, members and employers may skip long queues in branches as the majority of services such as benefit and loan applications, contribution payments, Payment Reference Number (PRN) generation, updating of membership information, as well as viewing of contribution, loan records, and loan and benefit claim status can now be done via My.SSS and Mobile App,” added Ignacio.
The SSS chief also reminded self-employed, voluntary, and OFW members to pay their SSS contributions regularly to ensure eligibility to benefits and loan privileges. ​
"Members can generate their PRN via My.SSS account and SSS Mobile App. They can also request for a PRN via Text SSS by texting the required keywords to 2600,” Ignacio said. ​
With the current online platforms in place, rest assured that we will continue to expand and improve our services for the benefit of our members. We added maternity benefit application (MBA) and maternity benefit reimbursement application (MBRA) as part of the portfolio of electronic services under the My.SSS Portal starting May 31, 2021, while the mandatory submission will be on September 1, 2021,” Ignacio concluded.

DOH-CALABARZON and Cabuyao City government leads the Inauguration of Cabuyao City Hospital

The largest local government-run hospital in the province of Laguna with a floor area of 10,090.31 square meters has finally been completed to serve the health care needs of Cabuyenos and its neighboring towns.

The Department of Health (DOH) – CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) together with officials of the city government of Cabuyao today led the formal opening of the Cabuyao City Hospital located in Barangay Banaybanay, City of Cabuyao, Laguna.

The Cabuyao City Hospital has been providing outpatient services since the opening of its OPD department on January 29, 2019.

DOH-CALABARZON OIC- Regional Director Paula Paz M. Sydiongco congratulated the selfless efforts of the city officials for initiating the project and seeing its completion. “This will give more opportunities for the people of Cabuyao to have an access to quality health care services.”

“We will continue to provide support through the deployment of health human resource including medical doctors, nurses and other allied professionals,” Sydiongco assured.

The regional office has already provided technical assistance by initiating and advocating the establishment of the Hemodialysis Center for Covid patients located inside the health facility.

Cabuyao City Mayor Rommel A. Gecolea also thanked all the people who provided support for the completion of the hospital. “Sa dami ng tulong na ating natanggap kabilang na ang mga nag-volunteer ay masasabi kong talagang pinagpala tayo. Naitayo napo natin ang ating ospital upang makapanggamot sa maysakit natin kababayan. Hindi napo kayo mahihirapang pumunta pa sa malayong ospital upang makapagpagamot, dito na lang po satin.”

“Napakahalaga ang kalusugan ng tao dahil ito ay magbibigay ng mahusay na komunidad katuwang ang ating gobyerno at ating mamayan,” Gecolea stated.

The construction of the Cabuyao City Hospital began in October 2017 in Barangay San Isidro, through City Resolution No. 162-2017, allocating P400 million for the first phase of the project.


The facility was given a second level accreditation by the Department of Health with 150-bed capacity and includes a heart station, radiology and other laboratories, emergency department, OPD department, dialysis complex, neonatal intensive care unit, operating, delivery, and recovery complex, intensive care unit, OB Gyne complex, internal medicine ward, pediatrics ward, and surgical ward.

According to DTI region 4A Director Clarke Nebrao, PH’s Safety Seal is granted to building and establishments that are compliant with the Minimum Public Health Standards (MPHS), including the adoption and use of accredited contact tracing app. He also added that the initiative is part of the government’s efforts to stop the surge of COVID19 while assuring people that the said establishment is safe.

San Pablo City Disaster Risk Reduction Management Officer Ms. Vanessa Reyes explains that PH’s Safety Seal certification program is a Joint Memorandum Circular 21-01 (JMC 21-01) signed by the Department of Interior and Local Government (DILG), the Department of Trade and Industry (DTI), the Department of Tourism (DOT), the Department of Labor and Employment (DOLE) and the Department of Health (DOH). Implementing guidelines of the Safety Seal Program requires enforcement of Minimum Public Health Standards (MPHS) such as health declaration and non-contact temperature check on all individual who enters the premises, using of accredited contact tracing app/system, availability of handwashing stations and sanitizers, observance of physical distancing and good ventilation in enclosed areas. Proper wearing of facemask and faceshields as well as regular disinfection and sanitation of high-touch surfaces are also among other requirements.

After thorough onsite assessment and evaluation, safety seal tags for all SM Malls in Laguna were issued by representatives from the Local Government and Business Permit and Licensing Offices (BPLO) of each town.

“We are happy that all our efforts were recognized. Cayetano, hinikayat ang mga presidentiable na makiisa sa paggawa ng five-year economic plan

Hinikayat ni dating House Speaker Alan Peter Cayetano ang mga presidentable sa susunod na taon na makiisa sa paggawa ng five-year economic plan ng bansa.

“I’m hoping that we can get a retired Supreme Court Chief Justice or an economist na kilala na isang academician, o kaya si Secretary Karl Chua ng NEDA. ‘Yan po ay hindi pulitiko, ‘yan ay non-partisan [at] napakatalinong tao. Kasama niya ‘yung economic team ever since,” dagdag ni Cayetano.

Sa nasabing panayam, sinabi rin ni Cayetano na magmumungkahi sila na isama ang taunang pamamahagi ng P10,000 ayuda bawat pamilya sa loob ng tatlong taon sa nasabing post-pandemic plan. Ito ay upang tulungan umahon ang pamilyang Pilipino mula sa pandemya.

Nakuha kay Padura ang isang pakete ng shabu na nagkakahalaga ng nasa P65,000.00 at ang ginamit na boodle money. Ang nasabing grupo ay nag-ooperate sa ika-3 Distrito ng Batangas.

Nasa 91 na mga drug personalities kabilang na ang nabanggit na lider ang nahuli sa mga buy-bust operations. Binangonan LGU, nagsimula na ang pag proseso ng Step 2 (Biometrics) ng National ID System

Nagsimula na ang lokal na pamahalaan ng Binangonan sa pagproseso ng STEP 2 (Biometrics) ng National ID System sa pangunguna ng Philippine Statistics Authority (PSA) - Rizal kahapon, Hunyo 21.

Ayon sa lokal na pamahalaan, ang Biometrics process sa kanilang bayan ay isasagawa tuwing Lunes hanggang Sabado mula alas-8 ng umaga hanggang alas-5 ng hapon.

DILG tells LGUs to be ready for more Pfizer vaccine deliveries

In light of the government’s largest vaccine procurement for the year that would bring over 40 million doses of Pfizer-BioNtech vaccines to the country, Department of the Interior and Local Government (DILG) Secretary Eduardo M. AƱo urges all local government units (LGUs) to be ready to receive and handle the vaccines when they arrive.

“This is a major development in our National Deployment and Vaccination Plan (NDVP). I call upon all LGUs and local chief executives (LCEs) to start their preparation to be able to properly receive these vaccines as early as now. Time is of the essence and we must do our duty to safely bring the vaccines to the people,” said AƱo.

The DILG Chief commended Vaccine Czar Secretary Carlito Galvez, Jr. and Department of Health Secretary (DOH) Francisco Duque “for their extraordinary work in closing the deal for the procurement of an additional 40 million Pfizer doses.”

He reminded LGUs about the necessary preparations they need to undertake before the doses arrive on Philippine shores. He reiterated the storage temperature requirements for vaccines such as Pfizer-BionTech which range from minus 80 to minus 60 degrees centigrade. Maintaining the vaccines in these temperatures ensures that they would not spoil and remain ready for use.

“These sensitive vaccines require additional care on our part. I echo Secretary Galvez’s call to LGUs to be ready in handling these vaccines and urge them to ensure the presence of third-party logistics and cold chain service providers,” he said.

Aside from the Pfizer-BionTech vaccines, Sputnik V and Moderna vaccines also have particular storage temperature requirements. Both Sputnik V and Moderna need to be stored below 20 degrees centigrade to prevent spoilage.

The deliveries of the 40 million doses of Pfizer-BionTech vaccines will begin after eight weeks starting August and will primarily be delivered in bulk.

He directed all LGUs who are ready to receive Pfizer vaccines to coordinate with the DOH Regional Offices so that they readiness maybe assessed.

Vaccine demand

Meanwhile, DILG Undersecretary and Spokesperson Jonathan E. Malaya said that the forthcoming deliveries of the 40 million Pfizer-BionTech doses is a “strong signal” to all LGUs and LCEs to continue their efforts in vaccine demand generation amongst their constituents.

“We must continue our initiatives in combatting vaccine hesitancy and increasing overall vaccine demand in the country. We will now have the doses for our people. Let us make our constituents aware that there are doses available for them and that all they need to do is register and get inoculated,” said Malaya.

The DILG Spox said he is confident that through the united efforts of the national government and all LGUs, the country is on track to indeed “have a better Christmas for all Filipinos.”

The Pfizer-BionTech procurement will be financed through a multilateral agreement with the Asian Development Bank (ADB), wherein payments will be directly paid by the fund manager to Pfizer to guarantee fiscal transparency as the funds will not be handled by any government agency or official during the whole procurement process.

DILG reminds LGUs to implement preparedness measures, typhoon response protocols

Following the Philippine Atmospheric, Geophysical and Astronomical Services Administration’s (PAGASA’s) announcement of the start of the rainy season, the Department of the Interior and Local Government (DILG) reminds local government units (LGUs) to undertake necessary preparedness measures and their response protocols  to ensure the safety of the people during heavy rains, typhoons, flashfloods and landslides amid the ongoing COVID-19 pandemic.

DILG Secretary Eduardo M. AƱo said that the pandemic presents unique challenges going into the rainy season, hence, “LGUs should be more alert and prepared this rainy season and must ensure that all vital aspects of local disaster risk reduction and management (LDRRM) are in place.”

He emphasized that local chief executives (LCEs) are expected to be present, especially during typhoon season. “Patuloy ang ating paalala sa mga LCE, huwag maging missing-in-action (MIA) sa panahon ng kalamidad,” he said.

In November 2020, the DILG issued show-cause orders to 10 LCEs who were MIA or were outside or their respective LGUs during the onslaught of Super Typhoon Rolly.

“Masidhi rin ang ating pagpapaalala sa mga LGU, lalo na sa mga disaster-prone areas na maghanda sa paparating na mga bagyo at iba pang kalamidad para maiwasan ang malubhang epekto ng darating na sama ng panahon,” AƱo said.

Through a DILG Advisory, AƱo enjoined the LGUs to implement DILG’s Operation L!sto Protocol for Hydrometeorological Hazards and be guided by DILG Memorandum Circular (MC) No. 2020-125 that provides preparedness measures, and other relevant issuances. Operation Listo is an advocacy program of the DILG which aims to strengthen the disaster preparedness of LGUs using the whole-of-government approach.

In the same advisory, AƱo directed the LCEs to convene Local Disaster Risk Reduction and Management (LDRRM) Councils and conduct a pre-disaster risk assessment (PDRA) for floods, flash floods, rain-induced landslides, debris flow, storm surge, strong winds, and other hydrometeorological hazards.

He said these PDRAs are vital in the protection of the people who can get victimized by natural calamities during the the rainy season. “Prevention is better than cure, sabi nga. Isa itong [PDRA] mahalagang hakbang tungo sa pagtitiyak ng kaligtasan ng mga mamamayan sa panahon at pagdating ng bagyo.”

He likewise said that structural integrity and capacity of vital facilities, especially those used as evacuation centers’ vaccination centers and multi-purpose buildings, LIGTAS COVID centers; health centers; and, hospitals for COVID-19 patients must be assessed.

The DILG Chief emphasized the conduct of monthly assessment and ensure top shape functionality, in collaboration with the Department of Science and Technology (DOST) Regional Offices, of all established Early-Warning Systems (EWS).

LCEs are also reminded to update the Local Contingency Plans for hydrometeorological hazards; coordinate closely with relevant agencies such as PAGASA; ensure unhampered logistics flow and supply chain management; and, enjoin family and household preparedness through the Gabay at Mapa para sa Listong Pamilyang Pilipino.

Cayetano: Kalampagin ang gobyerno para sa 10K Ayuda

Hinikayat ni dating House Speaker Alan Peter Cayetano ang mga benepisyaryo at mga tagasuporta ng Sampung Libong Pag-asa na patuloy na manawagan sa gobyerno na mamahagi ng P10,000 ayuda sa bawat pamilya.

“Ang gobyerno ay kailangan kalampagin, kasi kanya-kanyang pananaw ‘yan. Pero mapapatunayan namin sa kahit kanino na may pera at kaya itong ibigay,” sabi ni Cayetano sa programa na idinaos sa Batangas noong ika-18 ng Hunyo.

“Tulungan niyo rin kami, pero kami matigas ulo namin. Kapag tingin namin tama kami ay tuloy-tuloy ito. Kaya lang, para lahat mabigyan, kailangan gobyerno talaga,” dagdag niya.

Nagpunta sina Cayetano at mga kaalyado niya sa probinsya ng Batangas para sa programang Sampung Libong Pag-asa, kung saan namahagi sila ng P10,000 ayuda bawat isa sa 625 benepisyaryo mula sa Batangas at iba’t ibang bahagi ng bansa.

Dahil dito ay umabot na sa 3,096 ang bilang ng benepisyaryo ng Sampung Libong Pag-asa mula nang inilunsad ito noong Mayo.

Sa 625 na bagong benepisyaryo, 525 ay nagmula sa anim na distrito ng Batangas na pinili sa tulong ng lokal na pamahalaan ng Batangas. Ang 100 ay nagmula sa iba’t ibang bahagi ng bansa na pinili mula sa comment section ng “Facebook Live” ng nasabing programa.

Nang tanungin kung bakit P10,000 ang halaga ng ipinapamahagi, sinabi ni Cayetano na sapat ito upang makabayad sa maliit na utang, makabili ng pangkain sa isang linggo, at makapagsimula ng isang maliit na negosyo ang isang ordinaryong Pilipino.

“Sa P10,000, nabayaran mo na ‘yung konti mong utang, nakabili ka na ng pagkain for one week, [at] mayroon ka [pang] pang-negosyo. So hindi natin tinuturuan mag-negosyo, pero tinutulungan natin na mag-negosyo,” sagot ni Cayetano.

“Kami, we continue to help, but we continue to remind ourselves that we can help some more,” dagdag niya.


Pag-asa

Tampok din sa programa ang mga kwento ng mga benepisyaryo mula sa unang edisyon ng Sampung Libong Pag-asa na sina Merryson Hernandez at Reynaldo de Villa.

Si Hernandez, na nagmula sa Bauan, Batangas, ay salesperson bago magkaroon ng pandemya. Nawalan siya at ang kanyang asawa ng trabaho sa kalagitnaan ng krisis, kaya naman ay walang ibang nagawa kung hindi manatili sa loob ng kanilang tahanan.

Nang matanggap ang P10,000 ayuda mula kay Cayetano at kanyang grupo ay ginamit niya ito bilang kapital sa isang maliit na negosyo kung saan siya ay kumikita ngayon ng hindi bababa sa P200 kada araw.

“Sobra pong hirap. Gawa po ng aking trabaho po ay... nawalan din ng trabaho ako, tapos po lalo na po ‘yung aking asawa. Nawalan siya ng trabaho, parehas po kami nakatambay lang sa bahay,” sabi ni Hernandez.

“Ito pong P10,000 na nakuha namin at natanggap ko ay sobra pong laking tulong [ang] naibigay sa akin, gawa po na kami ay nakapagpa-negosyo,” dagdag niya.

Si de Villa naman ay isang tricycle driver at manininda mula sa Barangay. Poblacion, San Luis, Batangas. Ginamit niya ang P10,000 ayuda para sa pagpapagawa ng kanyang tricycle at bilang kapital sa isang maliit na negosyo.

“Ginamit ko po sa tricycle po, pinagawa ko po at ‘yung konting puhunan din po eh pinaano ko po sa isda. Minsan po e natubo din po ko ng mga limang daan po,” sabi niya.

“Wag tayong mawalan ng pag-asa na nandiyan ho ang may tumutulong sa atin. Laban po lang nang laban,” dagdag ni De Villa.

Samantala, sinabi ni Cayetano na sa Miyerkules, Hunyo 23, ay muli silang mamamahagi ng P10,000 ayuda kasabay ng kanilang paglunsad ng panibagong proyekto na tatawaging “Alan Sari-Sari Store Community.”

Chief of Provincial Intelligence Unit and nine of his men placed under restrictive custody for death of the 16-years-old teenager

The Chief of Laguna Provincial Intelligence Unit and nine of his men are now under restrictive custody in connection of the death of 16-years-old teenager and a suspected drug personality in BiƱan City, Laguna, last June 16.

Calabarzon Police Director Brig. Gen.  Eliseo Cruz directed the Regional Investigation and Detective Management Division (RIDMD) to lead a fact-finding task group in the said incident.

Cruz ordered the Police Intelligence Unit (PIU) Laguna head Cpt. Fernando Credo and nine others who were involved in the incident, to be placed under restrictive custody of the Calabarzon command.

"All policemen involved in the operations were subjected to paraffin testing and ballistics examination were conducted on their firearms" , Cruz said.

According to him, the order are come from the PNP Chief Guillermo Eleazar.

The bodies of Maglinte and Dalit were autopsied and also subjected to paraffin testing.

Police operatives have claimed that Maglinte and drug suspect Dalit, the target of the operation who was included in Laguna’s ten most wanted, fought back while they were serving an arrest warrant on the accused drug offender.

However Maglinte’s family alleged that the teenager and the drug suspect were executed by the policemen.

PNP Chief urges the family of the victims

Philippine National Police Chief Police General Guillermo Eleazar urged the families of 16-year-old Johndy Maglinte and drug suspect Antonio Castillo Dalit to come out what they know and help shed light on Laguna police operation in BiƱan City, Laguna in which the two were killed.

Aside from the victims’s relatives, Eleazar also called on other witnesses to the incident to provide statements which would help in the investigation of the case. 

The PNP Internal Affairs Service was tasked to probe the incident that happened last Wednesday, June 16, to determine if the operating team strictly followed Police Operational Procedures.

“We are urging the families of Johndy Maglinte and Antonio Dalit and those who witnessed the incident to provide their statements to the PNP Internal Affairs Service as their narrations could help shed light on the incident,” Eleazar said. 

“Bukas po ang ating IAS sa anumang salaysay na makapaglalahad ng katotohanan sa insidenteng ito,” he added.

According to the PNP Chief, “Hindi mahahanap ang katotohanan at hindi makakamit ang hustisya kung tayo ay mananahimik na lang,” and assured protection for witnesses who would come forward.

The Laguna Provincial IAS and the Calabarzon Regional IAS investigators personally spoke on Friday, June 18 to the relatives of Maglinte and Dalit to get their affidavits of complaint but they said they were not ready to give statements.

“I have already instructed the Calabarzon regional director and IAS to finish the investigation in the soonest possible time and in the meantime, I ask our kababayan to let the investigations take their course,” Eleazar said and vowed to give his full attention to the case.

Meanwhile, Eleazar welcomed an independent investigation by the Commission on Human Right on the incident and assured the PNP’s full cooperation. 

“Bukas po ang PNP sa imbestigasyon. Like the CHR, we also want to find out the truth in this incident. I assure that all police personnel involved will be made available to the CHR for the duration of its probe in the same manner that the policemen face the motu proprio investigation by the IAS and the fact-finding probe of PRO4A,” he assured. 

Eleazar vowed that the PNP will not condone lapses in the operation should there be findings by the investigating bodies.

Former Maguindanao Mayor in Drug Watchlist arrested, Killed after grabbing firearm of CIDG operative

Operatives of the Criminal Investigation and Detection Group (CIDG) shot dead, a former mayor of the Municipality of Talitay in Maguindanao on Thursday morning, June 17, who was facing drug charges and was tagged as among the suppliers of firearms and explosive materials to the Bangsamoro Islamic Freedom Fighters (BIFF), after he grabbed the service firearm of a police escort while he was being transported to Camp Crame in Quezon City hours after his arrest at the Port of Batangas. 

Montasser Sabal, alias Sabal, was declared dead at the San Juan Medical Center. He was shot after he grabbed the service firearm of his police escort sitting beside him in a vehicle that was heading towards the National Capital Region Field Unit of the Criminal Investigation and Detection Group (CIDG) at Camp Crame in Quezon City at 5:20 a.m. on Thursday. The incident occurred in San Juan City. 

“The suspect grabbed his police escort's firearm while  on board the vehicle which resulted in a scuffle wherein he was able to shoot the police officer beside him. Posing danger, the accompanying police officers prompted to use reasonable force that resulted in wounding the arrested person through the use of his firearm,” said CIDG Director Police Maj. Gen. Albert Ignatius Ferro in his report to Philippine National Police Chief Police General Guillermo Lorenzo T. Eleazar.

PGen Eleazar said Sabal was arrested at 7 p.m. on Wednesday at the Batangas Port in Batangas City after CIDG operatives learned of his arrival from Mindanao. 

Armed with an arrest warrant for cases of violations of the Republic Act 9516 with no bail recommended and of RA 9165 with P200,000 bail, CIDG operatives arrested Sabal Onboard Reyna De Luna 4, Port of Batangas.  

Seized inside his vehicle, a white Toyota Innova with conduction sticker SOU 770, were the following: 

a. One (1) pc M16 A4 Colt AR 15 with serial no. ML63401;

b. One (1) pc magazine for M16 A4;

c. Six (6) pcs live ammunition for M16 A4;

d. One (1) pc Glock 23 9MM;

e. Four (4) pcs magazine for Glock 23 9MM;

f. Forty-four (44) pcs live ammunition for Glock 23 9MM; 

g. One (1) pc fragmentation grenade;

h. Two (2) pcs vehicle plates with plate no. KAG 4091;

i. PHP48,840.00 in different denominations;

j. Five (5) pcs cellphone;

k. Two (2) folded knives;

l. Assorted documents; 

m. Two (2) pcs heat sealed plastic sachets containing suspected Metamphetamine Hydrochloride otherwise known as “SHABU” weighing 23.9844 grams & 4.4388 grams with DDB value amounting to PHP 200,000.00, respectively;

n. Assorted IDs. 

Also arrested were Norayda Nandang, 43, house helper; Muhaliden Mukaram, 36, driver; and, Aika de Asis, 34, house helper.

PMGEN Ferro said the pursuit operation conducted on another vehicle, which was at the parking lot of the Batangas City port and is believed to be owned by Sabal, also resulted in the arrest of Ailyn Compania, 45, house helper; Zuharto Monico, 28, driver; and, Wilson Santos, 41, driver. 

Confiscated in the vehicle, a white Nissan Navarra with conduction sticker F1R917,  were the following:

a. One (1) pc 50 caliber crew served weapon;

b. One (1) pc Colt AR 15 with serial no. ML 63501;

c. One (1) pc magazine for Colt AR 15;

d. One (1) pc M1 Garand rifle with built in magazine;

e. Fifty-one (51) pcs live ammunition for 7.62;

f. Seventeen (17) pcs live ammunition for M16; 

g. Accessories for mortar;

h. Two (2) pcs cellular phones;

i. One (1) pc vehicle key;

j. One (1) pc Glock 19 9MM with serial no. ADKE 497;

k. Three (3) pcs magazines for Glock 19 9MM;

l. One (1) rifle grenade; 

m. Fifty-one (51) pcs live ammunition for Glock 19 9MM; and

n. Two (2) pcs over hand tied transparent plastic sachet containing suspected Metamphetamine Hydrochloride otherwise known as “SHABU” weighing more or less 201.917 grams & 156.365 grams with DDB value amounting to more or less PHP2,500,000.00. 

O. Five hundred eighty two thousand pesos (Php 582,000) in different denominations

PGen Eleazar said Sabal was a former policeman assigned to the Special Action Force from 1998-2008 and served as the Municipal Mayor of Talitay from 2010 to 2013, and vice mayor of the same town from 2013 to 2016

“Accordingly, Sabal was former member of PNP SAF from 1998 to 2008 and with specialized trainings on Intelligence, Urban Counter Revolutionary Warfare Course, Explosive Ordnance Disposal and Sniper’s Course,” said PGen Eleazar.

He said Sabal was also listed under the National Watchlist on Illegal Drugs (NWID).

During his incumbency, he was charged by the Office of the Ombudsman and eventually suspended for failure to disclose his properties and business interests in his SALN from 2011 to 2015. 

Further, information revealed that he failed to initiate and propose legislative measures to the Sangguniang Bayan for the Municipality's anti-illegal drugs program as mandated under RA 9165. 

Intelligence reports showed that he was one among those involved in the Davao City bombing that happened last sept 2016 which is an act of terrorism and further disclosed that he is a full time supporter and serves as one among the supplier of armaments and explosives to BIFF.

PGen Eleazar lauded the CIDG, other operating units and law enforcement agencies involved  for this accomplishment, saying the neutralization of Sabal is a big blow to the chain of supply of firearms and explosive materials to the BIFF which is responsible in various attacks and bombings in Maguindanao and nearby areas.

“Since siya ay namatay while under police custody, it is part of the protocol for the Internal Affairs Service (IAS) to conduct a motu-proprio investigation. We will leave the investigation to our IAS and my instruction to IAS Inspector General Alfegar Triambulo is to expedite the conduct of the investigation,” said PGen Eleazar.

Lider ng Tinaguriang “Padura Drug Group”, Arestado sa Buy-Bust Operation

Arestado ang Lider ng tinaguriang “Padura Drug Group” na si Glenn Gilbert De Castro Padura aka Glenn, 39, may asawa, walang trabaho, at residente ng Brgy. Santiago, Malvar, Batangas sa ikinasang buy-bust operation ng mga operatiba ng San Pascual MPS ganap na ika-3:00 ng umaga ngayong araw ng Miyerkules, Hunyo 16, 2021 sa nabanggit na lugar.

Nakuha kay Padura ang isang pakete ng shabu na nagkakahalaga ng nasa P65,000.00 at ang ginamit na boodle money. Ang nasabing grupo ay nag-ooperate sa ika-3 Distrito ng Batangas. Kasalukuyang nasa kustodiya ng San Pascual MPS ang nasabing lider at nahaharap sa kasong paglabag sa Republic Act 9165 o Comprehensive Dangerous Drugs Act of 2002.

Dead Bodies found in Binan

On or about 1:00 PM of June 15, 2021 at #189 Bonifacio St (interior), Brgy. Canlalay, BiƱan City, Laguna, victims:

1. Johnny Martinez y Sanidad, male, 46 years old, 

2. Jolly Espinas y Bancoleta, female, 41 yrs old; (Live-in partners);

3. Winston Martinez, male, 7 years old; student;

4. Brixton Martinez, male, 1 year old, all residing at #189 Bonifacio St (interior), Brgy. Canlalay, BiƱan City, Laguna (all deceased)

On the above TDPO, one (1) Melissa Loza discovered the above incident. Initial investigation conducted by BiƱan City Police Station disclosed that victims 2 to 4 sustained head injuries that caused their death.

Both children have cloth facemasks stuffed on their respective mouth.

A bloodied hammer was also seen at the scene. Victim no. 1 was found hanging at the stairway with a nylon strap around his neck while his hands were covered with blood.

Based on the witnesses, about 11:00PM of June 14, 2021, they heard the baby crying.

The couple are always quarreling about financial problems/difficulties.

Probers are still conducting ocular investigation and are still looking in the possible angle that  victim no. 1 killed his live-in partner and their children. Immediately after, he commited suicide by hanging.

SOCO was requested to process the crime scene.

Ang mga aktibidades na ito na nao-obserbahan na may pananahimik sa paglindol ay nagbababala hindi lamang ng patuloy na pagliligalig ng magma kundi pati na rin sa direktang epekto ng gas mula sa bulkan sa mga populasyon at lokal na ekonomiya sa paligid ng lawa ng Taal.

Kaugnay ng epekto ng pagbuga ng SO2 gas mula sa bulkan, ipinapaalala at inuulit rin sa publiko na ang Bulkang Taal ay kasalukuyan pa rin na nakataas sa Alert Level 2. Kalakip ng pahayag na ito mula sa RDRRMC, ang ilan sa mga paalaala mula sa DOST-PHIVOLCS patungkol sa panganib na maaring idulot ng sulfur dioxide particular sa kalusugan at epekto nito sa lokal na ekonomiya.

Cayetano, allies’ Sampung Libong Pag-Asa beneficiaries now over 2,000

Fueled by the increasing number of previous beneficiaries coming forward to share their stories of renewed hope, former Speaker Alan Peter Cayetano and his allies on Friday distributed P10,000 in cash assistance each to 500 new beneficiaries in Cavite under the Sampung Libong Pag-Asa program.

The beneficiaries came from at least eight different municipalities and cities in the province, all of whom were negatively affected by the COVID-19 pandemic in terms of livelihood.

Four hundred (400) of them were selected with the help of the local government, while the remaining 100 were chosen online.

The online entries were screened in real time based on their stories of struggles amid the ongoing crisis and verified through voice call.

From this group of beneficiaries, 10 online viewers who commented on the “Ayuda Bayanihan Caravan” Facebook livestream held before the program as well as 2 frontliners who were visited at their homes during the pre-show,  were given P10,000 in the first part of the program.

Together with the previous beneficiaries of the program from the other provinces and cities in the country, the P10,000 cash aid has helped a total of 2,048 families.

The “Sampung Libong Pag-Asa” campaign showcases a key part of Cayetano’s economic recovery plan to assist Filipino families with cash assistance to help them purchase their basic needs and revive their sources of income amid the ongoing pandemic.

Leni del Rosario, a vendor and a sari-sari store owner from Kawit, Cavite who had received P10,000 from a previous episode of the program, said she shared a portion of the cash aid with a neighbor who became a victim of a fire incident in their area.

“Iba na, parang kaya na -- laban! Kasi medyo kumita na nang maayos, [nakapagdagdag] ng aming konting appliances para pang-hanapbuhay,” del Rosario said, thanking Cayetano and his group for the cash assistance.

(It’s different now, I feel like we can make it! We earned a little more because of the cash aid, and we were even able to buy a few more appliances for our livelihood.)

Cayetano said the Sampung Libong Pag-Asa program symbolizes the potential of a P10,000 cash aid “not as dole-out” but as an economic stimulus.

“‘Yun po ang gusto natin talaga. When you plant the seed at namunga, [sila] naman ang magtatanim sa iba. May transformation sa livelihood n’ya pati po sa puso n’ya,” he said, referring to del Rosario’s story.

(That’s what we really want to happen. When you plant the seed and it bears fruit in people, they will be the ones who will plant the seed in others. There will be transformation not just in their livelihood but also in their hearts.)

“Isipin n’yo po, mula Aparri hanggang Jolo, kung lahat ng Pilipino may P10,000 eh ‘di lahat po ng sari-sari store, lahat ng karinderya [lalago],” he added.

(Just think of it: if every Filipino family from Aparri to Jolo has P10,000, then all variety stores and eateries will earn a lot more.)

Leopoldo Salgado Jr., a performer from Cavite who also became a beneficiary of the program today, expressed his gratitude to Cayetano and the people behind the project.

“Maglalaan din ako kahit papaano sa puhunan kasi hindi pu-pwedeng ibayad mo lang nang ibayad kasi hindi din matatapos ‘yung problema,” he said.

(I will set aside some amount for capital because I can’t just use the money to pay my bills. That won’t solve my problems.)

Cayetano said he and his allies in Congress will keep trying to convince the Senate and the Executive Department to revise the cash assistance provision of Bayanihan 3 from P1,000 per person in two tranches to P10,000 per family.

“Even po ang ating leadership sa Congress ngayon ay agree na kumuha ng 200 billion at saan kukunin para ibigay na ayuda. So ang good news po, ‘yung pong debate na lang ay is it 1,000 per person or is it 10,000 per family,” he said.

(Even our leadership in Congress now agrees with the allotment of P200 billion and where it will sourced from to give as assistance. So the good news is that the only thing we need to debate on is if the amount will be P1,000 per person or P10,000 per family.)
