Cayetano, allies urge gov’t, businesses to provide support for athletes

Former Speaker Alan Peter Cayetano and his allies called on the national government and commercial establishments to provide discounts and benefits for athletes, regardless of their sport and achievements.

During their dialogue with Olympic gold medalist Hidilyn Diaz, Cayetano lamented the struggle of award-winning athletes who received little to no support or recognition before their success in international sporting events.

“Ang wish po ng ating mga atleta, ‘di pa sila kilala, ‘di pa sila sikat, ‘di pa sila nananalo, may suporta na. Kasi usually, bumubuhos ang suporta pag medalist na,” he said as he pushed for a government grassroots sports program to help local athletes.

Meanwhile, Batangas 2nd District Rep. Raneo Abu reminded commercial establishments that under Republic Act No. 10699, their businesses are entitled to tax deductions if they extend discounts to national athletes. 

The lawmaker said Diaz was the first recipient of benefits under the said law after securing a silver medal at the 2016 Summer Olympics in Rio de Janeiro, Brazil.

For his part, Bulacan 1st District Rep. Jonathan Sy-Alvarado said there is a need to disseminate information about the different benefits that national athletes are entitled to receive under the law. 

“Marami pa po ang di nakakaalam sa mga benepisyo na dapat nakukuha ng ating mga atleta,” he said. “Hindi simple ang makuha ang gold medal na ito. Higit sa premyo na nakuha o yung kasikatan, yung glory ng ating bansa.”


(A lot of people are not familiar with the benefits that should be given to our athletes. Getting this gold medal is not a simple thing to do. Aside from the prize and popularity, our athletes give glory to our country.)


Aside from discounts, R.A No. 10699 entitles national athletes and coaches to benefits such as free medical consultations, health insurance, a social security program, PHILHEALTH coverage, and more.


*Walang susuko*

Citing the hard work and sacrifices of the country’s athletes, Cayetano thanked Diaz and her fellow athletes for inspiring Filipinos, aspiring athletes, and giving the country hope amidst the ongoing COVID-19 pandemic. 

“Kahit anong hirap, walang susuko. Walang bibitaw. The harder life is, the more that we pray,” he said.

(Regardless of the hardship, they refuse to surrender. They refuse to let go.)

The former Speaker also offered to extend his Sari-Saring Pag-Asa program to Zamboanga City, Diaz’s hometown, and vowed to distribute P3,500 each to around 1,000 sari-sari stores in the city. 

“Pag binigyan naming ng P3,500, minsan yung P1,000, ginagamit nila sa mga panggastos. Yung P2,500, pangrestock ng kanilang (sari-sari store),” Cayetano said.

(Out the P3,500 that we usually give, beneficiaries tend to use P1,000 for their daily expenses. They use the remaining P2,500 to restock their sari-sari stores.)

Former Monetary Board Member joins PDIC Board Secretary

PDIC Board Secretary Carlos Dominguez, Finance Secretary and PDIC Board Chairman, administers the oath of office of former Monetary Board Member Juan De Zuñiga, Jr. as Member of the PDIC Board representing the private sector via Zoom on August 16, 2021.

The Philippine Deposit Insurance Corporation (PDIC) announced the appointment of former Monetary Board (MB) Member, Juan De Zuñiga, Jr., as Member of the PDIC Board representing the private sector. Atty. De Zuñiga, Jr. took his oath of office before Finance Secretary and PDIC Chairman Carlos G. Dominguez via Zoom on August 16, 2021.

Prior to joining PDIC, Atty. De Zuñiga held several key positions at the Bangko Sentral ng Pilipinas (BSP), where he served as MB Member from 2014 to 2020. 

He was also the former Deputy Governor for the BSP’s Resource Management Sector and the Security Plant Complex; and General Counsel from 2000 to 2010.

Atty. De Zuñiga, Jr. placed fifth in the 1970 Bar Examinations. He earned his Bachelor of Laws and Political Science degrees from the Far Eastern University.

DOH-CALABARZON LEADS TURN-OVER OF THREE “ALAGA KA BHS” TO BATANGAS LGUs

The Department of Health (DOH)- CALABARZON (Cavite, Laguna, Batangas, Rizal and Quezon) led the inauguration and turn-over of three “Alaga Ka Barangay Health Stations (BHS)” in the province of Batangas which will provide health care to low-income rural communities.

The completed Alaga Ka BHS was launched on August 25, 2021 and the other two facilities were opened on August 25, 2021.

“The DOH recognizes the valuable efforts of the Health Futures Foundation, Inc. (HFI) for providing these fully equipped barangay health stations in the communities. Napakaganda po nito dahil kumpleto napo ang mga gamit at mayroon na ring mga health personnel na syang mamamahala at magbibigay ng health services sa ating mga residente,” Assistant Regional Director Paula Paz M. Sydiongco stated during the ceremony.

“These facilities and its services will augment primary health care services in the communities by providing additional community-based health and wellness program,” she emphasized.

According to HFI, the facilities will provide preventive and promotive health mobilizations. organization of wellness cluster groups in the community, training of wellness cluster leaders and barangay health workers, provision of nursing and midwifery scholarships to indigenous peoples and establishment of community medicinal and food gardens.


The Health Futures Foundation, Inc. (HFI) has been one of the partners of the DOH, is a non-stock, non-profit, non-government organization providing health and social development programs in marginalized communities in the country and founded by its Chairman Dr. Jaime Galvez-Tan in 1998.


The first “Alaga Ka BHS” was established in Malabanan, Balete, Batangas in 2011. All BHS facilities are constructed with birthing facilities included.

Each facility is equipped with equipped with medical equipment and supplies for maternal deliveries including ten (10) midwife kits. One midwife kit contains essential medical instruments, supplies, and medicines, which can support up to 50 deliveries.

The HFI has partnered with Sun Life Foundation and IPI Foundation for the completion of the facility.

Sydiongco added that the regional office shall provide additional medicines and other medical and health provisions for the BHS as the need develops.

VILLAR: CALAX SILANG EAST INTERCHANGE, BUKAS NA!

Inanunsyo ng Department of Public Works and Highways (DPWH) at MPCALA Holdings Inc. (MHI) ang pagbubukas kaninang umaga August 24, 2021 ng ika-apat na bahagi ng 45-kilometer Cavite-Laguna Expressway (CALAX), ang Silang East Interchange. Sa pagbubukas nito, ang kabuuang operational segment ng CALAX ay magiging 14.24-km mula sa dating 10-km. 

Ang 45-km CALAX ay isang P56-bilyon road infrastructure project na iginawad ng DPWH sa MHI, isa sa mga subsidiary ng Metro Pacific Tollways Corporation (MPTC). Ito ay isang high-speed road network na magkokonekta sa dalawang probinsya ng Cavite at Laguna. Tinatayang nasa 45,000 motorista ang maseserbisyuhan nito sa oras na ito ay makumpleto. 

Ang inaugural ceremony para sa pagbubukas ng Silang East Interchange ay pinangunahan ni DPWH Secretary Mark A. Villar at dinaluhan ng mga sumusunod na personalidad: Senator Bong Go, Department of Transportation (DOTr) Secretary Arthur P. Tugade, Executive Secretary Salvador Medialdea, Cavite Governor Jonvic Remulla, at Mayor Corazon.

DOH-CALABARZON INAUGURATES LUMBAN COVID ISOLATION FACILITY IN LAGUNA

The Department of Health (DOH)- CALABARZON (Cavite, Laguna, Batangas, Rizal and Quezon) recently led the blessing and inauguration of the Lumban Isolation Facility for Covid-19 patients in the town of Lumban in Laguna. 

The facility has a 25-bed capacity that will serve residents of the municipality who will be affected by the Covid virus.

“Napakaimportante na bawat bayan ay magkaroon ng sariling isolation facility upang mayroong mapaglagyan sa mga pasyente na mahahawaan ng Covid virus. Ang layunin po nito ay upang makontrol po natin ang pagdami at pagkalat ng virus sa komunidad.”

“This facility will also help in preventing hospitals and medical staff from getting overwhelmed in case of an increase in the number of Covid patients,” Regional Director Eduardo C. Janairo stated during the ceremony.

“Karamihan sa ating mga Covid patients ay mayroong mild symptoms at ang iba naman ay asymptomatic. Most do not need to be hospitalized. And some may not able to isolate themselves at home because they have no available room which puts family members at risk of infection. Dito natin sila ngayon dadalhin sa facility na ito.” 

The Lumban Isolation Facility will be managed by the local government unit of Lumban. It was funded under the Bayanihan 2 and constructed through the initiative of DOH-CALABARZON under the DOH Health Facilities Enhancement Program with a budget of P10 million pesos.

According to Regional TTMF (Temporary Treatment and Monitoring Facilities) Lead Coordinator (TTMF) and Medical Officer IV Restituta G. Magpantay, patients who will choose to stay at the facility should coordinate or contact their Barangay Health Emergency Response Team (BHERT) for referral. 

“The Lumban Isolation Facility will operate to cater to direct or possible contact, suspect, probable, and confirmed COVID-19 patients with mild symptoms,” she emphasized.

She added that the Office of the Civil Defense (OCD) has provided assistance by donating wheel chairs and glucometers for the facility. The regional office also sent medicines and other medical assistance.

Lumban Mayor Rolando G. Ubatay gratefully extended his appreciation and gratitude to Regional Director Eduardo C. Janairo and Laguna Provincial DOH Officer Gigi G. Janairo for their initiative and support in the accomplishment of the project.

DQS Certification Philippines has certified APRI with zero non-conformance after its thorough evaluation of APRI’s Asset Management System (AMS), both in the MakBan and Tiwi facilities, in adherence to ISO standards.

APRI's vision of becoming a world-class organization in 2018 opened its doors to AMS by bringing in different experts in the field of engineering.

APRI developed its own Strategic Asset and Management Plan and provided different trainings and workshops that enabled the organization to identify and reduce its operational asset-related risks and improve  overall plant performance by effectively utilizing the critical tools used in Asset Management System - specifically Asset Condition Assessment and Failure Mode, Effects, and Criticality Analysis.

*Pandemic needs swift response: Cayetano*

From a once-a-week event, the Sampung Libong Pag-asa program has been upped to a daily program as former House Speaker Alan Peter Cayetano and his allies in Congress seek to deliver more aid to more people at the quickest possible time during the enhanced community quarantine (ECQ) in Metro Manila and other urban areas in the country.

“Eto pong COVID parang marathon po ito, we need to be swift. Kailangan po talaga ang gobyerno at private sector para po tumulong at magtulungan,” Cayetano said during the program on Tuesday, August 17, during which 50 new beneficiaries received P10,000 each in cash aid.

(Think of the pandemic as a marathon, we need to be swift. The government and private sectors should work together for a swift response.)

Of the 50 beneficiaries, 30 were displaced workers and frontline workers from the cities of Pasay, Las Piñas, and Parañaque. The other 20 were chosen from the Facebook live stream’s comments section.

Since the ECQ started on August 6, Cayetano and the members of the Balik sa Tamang Serbisyo (BTS) sa Kongreso have been giving cash assistance daily to workers gravely affected by the pandemic.

Prior to that, the Sampung Libong Pag-asa program had been held once a week starting last May.

During Tuesday’s program, Cayetano noted that among the displaced workers were food stall vendors, sari-sari store owners, and the like.

Attention was also given to frontline workers such as utility workers, street sweepers, and tricycle drivers, among others. 


*’We won’t be worried’**

Quezon City market vendor Nelida Cabling testified to how much the 10K ayuda she received on June 21 helped her and her family.

She said her store now earns more than it used to because of the cash assistance. She now plans to save for her children’s college education. 

“Ngayon po na nag-ECQ na naman tayo ulit, hindi na po kami natatakot na kakapusin na naman po kami sa budget namin,” she said. 

(Now that we’re in another ECQ, we won’t be worried about not having enough funds for our needs).

The Sampung Libong Pag-asa program seeks to give cash assistance in the amount of P10,000 to struggling Filipino families during the pandemic in order to meet their respective household expenses and for them to even fund their own small businesses.

The program continues despite the imposition of ECQ in Metro Manila and is seen as a silver lining during a time of uncertainty as it has helped over 8,600 Filipinos so far.###

SSS continues to extend filing deadlines of Sickness Notifications and Sickness Benefit Claims

The Social Security System (SSS) informs its members and covered employers that Sickness Notification (SN), Sickness Benefit Application (SBA), and Sickness Benefit Reimbursement Application (SBRA) filing deadlines remain extended for sicknesses or injuries occurring on 01 March 2020 until the lifting of all types of community quarantine being implemented in the country.


SSS President and CEO Aurora C. Ignacio said the SSS implemented the extension since May 2020 to help members and covered employers avoid reduction in their sickness benefits or have rejected claims. ​

“We understand the current situation that our stakeholders are facing. This is the reason why we provided these more flexible guidelines in their favor,” Ignacio said. ​

Under normal circumstances, employee members must submit their Sickness Notification Forms to their employers within five (5) calendar days. Employers must submit these forms to the SSS within five (5) calendar days after its receipt from their employees. Self-employed and Voluntary members must submit their Sickness Benefit Application Forms to the SSS within five (5) calendar days after the start of confinement, while OFW members are given 35 calendar days to do so after the start of confinement. ​

With the extension of the period for filing, employee members are given 60 calendar days after the lifting of the community quarantine to submit their SN Forms for home confinement to their employers. ​

Employers are also given 60 calendar days after the receipt of the said forms to submit them to the SSS. If the country is still on community quarantine on the last day of submission, the employer may still submit the said form within 60 days after the lifting of the community quarantine. ​

Likewise, Self-employed, Voluntary, and Overseas Filipino Worker (SE/VM/OFW) members are given 60 calendar days to submit their SBA Forms for home confinement to the SSS after the lifting of the community quarantine. ​

Moreover, Sickness Benefit claims for home and hospital confinement of SE/VM/OFW members and employed members for employer reimbursement claims will not be reduced or denied if the deadline of the filing period falls on 01 March 2020 until the end of the community quarantine. They may still file their sickness benefit claims within 60 calendar days after the lifting of the community quarantine. ​

Sickness Benefit is a daily cash allowance paid to a qualified member for the number of days he/she is unable to work due to sickness or injury. ​

CALABARZON DELTA CASES NOW AT 148

Department of Health (DOH)- CALABARZON (Cavite, Laguna, Batangas, Rizal and Quezon) Regional Epidemiology and Surveillance Unit (RESU) today disclosed a total of 148 cases of the dreaded Delta Variant in the region.

 
From the five provinces Laguna tops the list with 48 recorded cases; Cavite follows with 44 cases; Rizal with 33; Batangas with 15; and Quezon with 8 Delta variant cases.


According to Regional Director Eduardo C. Janairo from the total of 148 Delta Variant cases, 4 are fully vaccinated, 13 have taken single dose, 58 have no vaccination and 81 are for still for verification.

 
“Also, from the total number of cases, 102 are local cases, 24 are returning OFWs and 22 are for verification. Napakaimportante na tayo po ay mabakunahan para magkaroon po tayo ng karagdagang proteksyon laban sa virus. Sa datos po ay makikita natin na mas maraming nahahawa na hindi nabakunahan kaya nananawagan po kami sa mga hindi pa nabakunahan na magparehistro napo sa inyong mga LGU upang mabigyan ng bakuna,” he advised residents.


Janairo added that there are no active DeltaVariant cases in the region. “We have 56 recoveries and only 2 deaths recorded.”


The regional office has initiated “Project DELTA” (Detect Early Local Transmission through Antigen Testing) to all the provinces with Delta variant cases to immediate stop the spread of the virus in the community.


For Covid-19 cases, as of August 17, 2021, there were 2,929 new cases added. There is now a total of 230,599 cases in the region. Active cases are at 22,004 while 201,670 have recovered. A total of 6,925 died from the virus.

 

“Rest assured that the regional office together with the local government units are working together to prevent the further spread of the Covid virus in the region.  Continue to follow community health protocols, stay at home, stay safe and get vaccinated!”  Janairo emphasized.

ECQ Ayuda para sa mga taga Laguna, ibinaba na

Naibaba na mula sa Pamahalaang Nasyunal ang P 2,714,996,000.00 na kabuuang halaga ng financial assistance para sa lalawigan ng Laguna kasabay ng pagkakalagay nito sa ECQ nitong Agosto 6 hanggang 20, 2021.


Ayon kay Laguna Gov. Ramil Hernadez, tinatayang aabot sa 2.7 million na indibidwal o 80% ng low-income population ng lalawigan ang target na mabibigyan ng ayuda. Aniya, ito ay base na rin sa naging huling distribusyon ng ayuda noong nakaraang buwan ng Abril.


"Sinikap po natin na makakuha ng nasabing ayuda upang masiguro na mapunan ang pangangailangan ng mga kalalawigan natin na pinaka-apektado ng ECQ. Nagpapasalamat tayo sa Pamahalaang Nasyunal para sa tulong na ito", banggit ni Hernandez. 


Kanya ring idinagdag na ang computation ng alokasyon para sa bawat bayan at lungsod ay ibinase aniya ng Department of Budget and Management (DBM) sa datos ng Philippine Statistics Agency (PSA) sa low-income population ng LGU o sa naging actual disbursement ng mga naunang ayuda.


"Ang budget po na ito, kasama ng mga guidelines sa pamamahagi ng ayuda, ay iniatas ng Pamahalaang Nasyunal sa mga Local Chief Executive ng bawat bayan o lungsod. Bilang gobernador, binibigyan natin ng discretion ang mga mayors na gumawa ng mainam na sistema sa pagbabahagi ng financial assistance. Nagbaba rin tayo ng memo sa mga mayors para sa maayos na distribusyon at pagsunod sa mga health protocols", dagdag ni Hernandez. 


Kanya ring nilinaw na ang patungkol umano sa kung sino ang mga mabibigyan ng ayuda, na ayon sa kanya ang Department of Social Welfare and Development (DSWD) ay naglatag ng priority list, at ito ang sinusunod ng mga LGU. Aniya pa, batid ng lahat na ang bawat isa ay apektado at nais man na mabigyan ang lahat na pamilya, nguni't ang budget aniya ay limitado lamang.


"Ang ilang bayan at lungsod ay nagsimula nang mag-anunsyo para sa pamamahagi ng ayuda, at asahan natin na sa mga susunod na araw ay magkakaroon na rin ang mga iba pang bayan. Tayo naman po sa Pamahalaang Panlalawigan ay nakabantay at naka-suporta sa ating mga LGU sa kanilang mga hakbang sa gagawing distribusyon, at patuloy na nagpapaalala na maging mahigpit sa pagsunod sa mga health protocols", pagtatapos ng gobernador.

SSS calls upon all employers to comply with the SS Law

The Social Security System (SSS) reminds all employers, registered and unregistered, to be compliant with their legal obligations to their employees, regardless of employment status, to avoid criminal prosecution under the provisions of Republic Act No. 11199 or the Social Security Act of 2018.

"Although, we are still coping with the financial crisis brought about by the COVID-19 pandemic, business owners are still expected to fulfill their statutory obligations to secure the welfare and interests of their workers," SSS President and Chief Executive Officer Aurora C. Ignacio said.

Under RA 11199, employers are mandated to register their businesses with the SSS by accomplishing the Employer Registration Form (SS Form R-1) and to report all their employees for SSS coverage using the Employment Report Form (SS Form R-1A) within 30 days from actual employment date. They should also deduct from the employee's salaries/wages the employee share in the monthly SSS contribution and pay together with the employer share of the contribution including the Employees' Compensation (EC) contribution, and remit these to the SSS through the branch offices with tellering facilities or through SSS accredited banks and collection partners within the prescribed schedule of payments. Aside from deduction and remittance of SSS contributions, employers should deduct/withhold from employees' salaries/wages their monthly loan amortizations based on the scheduled payment deadlines and remit the same to the nearest SSS branch office with tellering services or SSS accredited collecting partners. It is also the responsibility of the employers to submit the Loan Collection list online through their My.SSS account at the SSS website.

"We have also been receiving reports of unposted loan payments from our employed members. However, employers have failed to submit the loan collection lists to SSS which is very important since it is the basis for the crediting of loan payments to the member’s account," Ignacio explained.  

The SSS Chief also reiterated that employers should pay in advance their employees’ SS and EC sickness benefits, and maternity benefits due to qualified female employees. Registered employers may now submit online their sickness benefit reimbursement applications (SBRA) and maternity benefit reimbursement applications (MBRA) through their My.SSS account. Failure or refusal to comply with the provisions of RA 11199 by the employer is punishable by a fine of not less than P5,000.00 nor more than P20,000.00, or imprisonment for not less than six (6) years and one (1) day nor more than twelve (12) years or both, at the discretion of the court.  But, if the violation consists in failure or refusal to register employees or himself, in case of the covered self-employed, or to deduct contributions from the employee's compensation and remit the same to the SSS, the penalty shall be a fine of not less than P5,000.00 nor more than P20,000.00 and imprisonment for not less than six years and one day nor more than 12 years.  In case the employer deducted the SS contribution or loan amortization from employee’s salary/wages but failed to remit to the SSS, the imposable penalty shall be that provided under Article 315 of the Revised Penal Code on Estafa which provides an imprisonment not exceeding twenty (20) years.  Other sanctions which may be imposed against delinquent employers are the issuance of Warrant of Distraint, Levy and/or Garnishment; and non-issuance of SSS Certificate of Compliance/Clearance.  

As of June 2021, there are 988,324 active employers composed of household employers and registered establishments that are operational.  

As of June 2021, there are 11,243 cases filed against delinquent employers nationwide.  

Delinquent employers who could not immediately pay their liabilities but wish to settle may avail of the Installment Payment Scheme Program by securing an updated and consolidated Statement of Account (SOA) of its due but unpaid/unremitted contributions and penalty delinquencies and submitting an accomplished Application for Installment Payment Scheme to the concerned Branch Office (BO)/Large Account Department (LAD).

After submission of the application for Installment together with the supporting documents such as but not limited to Contributions Collection List (R3) and duly notarized Promissory Note, the employers shall be required to pay at least five percent (5%) of the total delinquency as down payment, and issue post-dated checks corresponding to the months covered by the installment. This payment scheme is available for both the contributions and loan payment delinquencies of employers.

DOH-CALABARZON TELLS RESIDENTS TO STAY INDOORS TO AVOID EXPOSURE FROM VOG

Department of Health (DOH)- CALABARZON (Cavite, Laguna, Batangas, Rizal and Quezon) cautioned residents, especially those living in communities near the vicinity of the Taal Volcano to stay indoors as it continues to spew high levels of sulfur dioxide causing hazardous volcanic smog or “vog”.

“It is best to stay at home and limit exposure outside as much as possible to reduce contact with the smog. This type of air pollution can cause eye, throat and respiratory irritation. It can also aggravate health problems lalo na sa mga mayroong asthma, emphysema at chronic bronchitis,” Regional Director Eduardo C. Janairo stated.

“Siguruhin din nating nakasara ang ating mga pintuan at bintana upang hindi makakapasok ang smog sa loob ng bahay. Wear facemask and sunglasses when going out as added protection. At huwag kalilimutang magdala at uminom ng tubig. It is important to always hydrate yourself to reduce throat irritation.”

According to Phivolcs “vog” is a type of air pollution caused by volcanoes, consisting of fine droplets containing volcanic gas, such as sulfur dioxide, which is acidic and can cause irritation to the eyes, throat, and respiratory tract in severities depending on the gas concentrations and durations of exposure.

According to the Philippine Institute of Volcanology and Seismology’s (Phivolcs) bulletin at 8:00AM today, alert Level 2 is still in effect, where sudden steam- or gas-driven explosions, volcanic earthquakes, minor ashfall, and lethal accumulations or expulsions of volcanic gas can be expected occur that can threaten communities within and around the Taal volcano.

The sulfur dioxide (SO2) levels in some areas of Luzon are presently elevated due to the activity of two volcanoes, particularly Taal Volcano and a submarine volcano in Fukutoku-Okanoba in Japan which recently spewed high levels of SO2 which enhanced the present hazy conditions.

Janairo advised residents to seek immediate medical attention if experiencing physical complaints associated with vog exposure which includes headaches, breathing difficulties, watery eyes and flu-like symptoms.

Laguna at Bataan, garantiyang makakatanggap ng ayuda ngayong ECQ

Sa ginanap na Press Briefing kahapon, August 9, 2021, sinabi ni Presidential Spokesperson Harry Roque na garantiyang makakatanggap ang Lalawigan ng Laguna at Bataan ng Financial Assistance ngayong Enhanced Community Quarantine o ECQ.

Aniya, nakatanggap siya ng bri eform from Department of Budget and Management (DBM) na ang garantiya ay makakatanggap ang Laguna at Bataan.

"Ang Laguna po ay ang proposal ng DBM ay financial assistance amounting 2.715 Billion. Itong computationg ito ay sinumite ng DILG at nandiyan ang listahan ng actual disbursement at number of beneficiaries last April 2021 when Laguna Also placed under ECQ".

Dagdag pa ni Roque, ganoon pa rin umano ang magiging arrangement ng pamimigay ng nasabing ayuda. One Thousand (1K) per person and maximum Four Thousand (4K) per household at kinuha umano ito sa Savings and Dividends.

Ayon naman kay Department of Social Welfare and Development Secretary Rolando Bautista, ipinadala pa lamang ng DBM sa Office of the President ang proposal budget ng Laguna.

Cayetano pushes for digital technology in distributing cash aid

Former House Speaker Alan Peter Cayetano on Monday pushed for the use of digital technology to make the distribution of government subsidies easier for Filipinos in anticipation of the enhanced community quarantine (ECQ) in the National Capital Region.

“Ididikit mo rin sa QR code yung digital wallet, para everytime we give ayuda, hindi na tayo mag-bahay-bahay. Kung naka-QR code bawat Pilipino, mas madali natin mapapadala,” Cayetano said in an interview with DZRH News Nationwide on August 1.

([We should] attach the QR code to digital wallets, so that every time we give assistance, we don’t need to go house to house. If every Filipino is using a QR code, then we can send the cash aid easily.)

He said aside from cash assistance, the QR code could contain other information like vaccination status and even the national ID.

Meanwhile, Cayetano pushed government to be proactive in addressing the pandemic, saying it has been in apparent denial of the situation.

“Ang problema po is the in-denial mindset na parang panandalian lang itong COVID, at matatapos na ito. Noong dumating po ang bakuna, akala natin tapos na ito … Start being proactive, ‘wag yung kung ano ang problema kahapon, ngayon lang natin inaasikaso,” he said.

(The problem with the in-denial mindset is that they think COVID-19 is short and that it will end soon. When the vaccines arrived, we thought this pandemic had ended … Start being proactive. Don’t solve yesterday’s problems today.)

Cayetano said the government had been merely reactive to COVID-19 and lacked swiftness to curb the threat of the Delta variant.

“Yung adaptive and innovative, kulang na kulang. Kung kailan mag-EECQ, tsaka palang maghahanap ng pera para sa ayuda,” he said.

(The government heavily lacked in being adaptive and innovative. It only started looking for the money for assistance when the ECQ was approaching.

2 security guard at isang negosyante, tiklo dahil sa pagnanakaw ng bigas sa Calamba

Dahil sa CCTV camera, dalawang security guard at isang negosyante ang naaresto sa lungsod ng Calamba noong araw ng Martes, Agosto 10 dahilan sa pagnanakaw ng Limampu't dalawang  sako ng bigas na nagkakahalaga ng P150,000.00. 

Ang nasabing mga bigas ay nakalaan para sa iba't-ibang grupo ng mga kooperatiba sa lungsod ng Calamba at sa mga residenteng mahihirap na pamilya.

Nakilala ang tatlong suspek na sina Adonis Apalla, 33 anyos at Freddie Basejan, 35 anyos na nahuli sa Barangay Parian at kasalukuyan nang nakakulong ngayon sa Calamba City Jail.

Samantala, ang negosyante na nakabili ng nabanggit na nakaw na bigas at nahuli sa Brgy Real ay nakilala sa pangalang Raymund Bernal. 

Si Bernal ay kinasuhan sa kasong paglabag ng Anti-Fencing Law habang sina Apalla at Basejan naman ay kinasuhan sa kasong pagnanakaw.

Ayon sa imbestigasyon, nakita sa kuha ng Closed-circuit television camera (CCTV) ang dalawang security guards habang kinukuha ang sako-sakong bigas na naka imbak sa harap ng Cooperatives and Livelihood Development Office sa City Hall noong Agosto. 4, 5 and 9. 


SMC to expand its Sariaya marketplace into a wholesale food market for South Luzon fisherfolk, farmers

San Miguel Corporation (SMC) is looking to expand its newly-opened marketplace for fisherfolk and farmers in Sariaya, Quezon, and turn it into a major wholesale market or “bagsakan center” of fresh goods from Southern Luzon--and eventually providing food supplies to nearby provinces and Metro Manila.​

Dubbed the “San Miguel Market”, the new marketplace was soft-opened recently with 56 vendors, many of them coming from the 350 families that SMC has helped relocate from high-risk coastal areas. ​

The marketplace is the latest addition to SMC’s sustainable community project in Sariaya, which includes the 5.4-hectare San Miguel-Christian Gayeta village--that features disaster-resilient houses--and a 3.5-hectare fishermen’s dock with fishermen’s hall, that can secure up to 100 boats and store 70 boat engines and other fishing equipment.​

“This market is just in its initial phase. While it’s already operational and benefitting residents from our model community and nearby barangays, our vision is to make this even bigger, to accommodate more farmers and fisherfolk who want to sell their goods here,” SMC president Ramon S. Ang, said.​

“Our goal is to expand this to up to 10,000 square meters or one hectare, from its present 3,000 square meters total area. With that size, it can become a major wholesale market or ‘bagsakan’ of fresh goods from all over Sariaya and the rest of Quezon province. It can be a source of fresh produce for neighboring provinces and even Metro Manila--so many farmers and fishermen from all over South Luzon can benefit,” Ang added.​

Currently, products sold at the market include fresh fruits, vegetables, rice, seafoods and meats. It also has a health and wellness stall, cellphone repair shop, pharmacy, bakery, shoe store, and a San Miguel Foods store.​

The marketplace was soft-opened over the weekend by Sariaya Mayor Marcelo Gayeta and SMC Special Projects Manager Micaela Rosales. It is jointly-managed and operated by residents and tenants from San Miguel-Christian Gayeta Homes. ​

“Creating more jobs and livelihood will help us rise above this pandemic. In the future, as a wholesale marketplace, the San Miguel Market will be able to bring more bulk sellers and buyers together, and assemble quality produce from all over Sariaya and Quezon province,” Ang said.​

“Initially, our goal was just to provide a venue where our relocatees can sell their produce. But given that many Filipinos are in need of jobs and livelihood during these difficult times, expanding this facility makes a lot of sense. By doing so, we will be giving more Filipinos the opportunity to start their own businesses, and a chance at a better life,” Ang added. ​

The market will is also seen to complement SMC’s integrated food and beverage complex development in the area, in terms of job and livelihood generation. SMC is investing to build a ready-to-eat food manufacturing facility, a grains terminal, feed mill, poultry dressing plant, a brewery, and international port facilities in Sariaya, which is expected to generate a significant number of jobs and boost the economy of Quezon province.​

“We will start the market’s expansion as soon as possible, even as we continue assisting the current tenants and residents of the village in ensuring the present market conforms to the most stringent food safety, hygiene, and health, and safety standards,” he said.​

To date, a total of 555 households have been relocated by SMC from high-risk coastal areas. Thus far, a total of 141 families have moved to​ ​ the San Miguel-Christian Gayeta Village, while others who received financial assistance from SMC have either bought or built new houses in other areas. ​

“The San Miguel Market is part of an overall plan to make our relocatees’ lives better. This includes providing them financial assistance to buy or build their own homes, or avail of free house-and-lots at our sustainable housing community; livelihood training in partnership with TESDA (Technical Education Skills and Development Authority), and building this market for them to sell their produce,” he said.​

Meanwhile, the Sariaya fishermen’s dock and Sariaya Fishermen’s Hall, which SMC opened for​ ​ residents last year, further enhances their income generation by affording them to reduce costs while getting better prices for their fresh catch.​

Through an SMC-TESDA partnership, around a total of 99 residents thus far have graduated from community- based training on various skills, particularly meat and fish processing, organic farming, dressmaking, and table setting.​

SMC’s upcoming agri-related investments in Sariaya are part of the company’s nationwide efforts to support the agriculture sector and local businesses, as well as boost food security.​

Aside from the San Miguel Market, SMC is also set to convert an unused 4,000-square meter property in Cabuyao, Laguna into a weekend community market called the Circolo market. ​

Located right in the middle of a bustling, high-traffic residential and industrial area, the weekend market aims to help sustain the livelihoods of pandemic-hit farmers and small businesses.

In the early months of the pandemic, SMC partnered with the Department of Agriculture (DA) to establish “Kadiwa ni Ani at Kita” farmers’ stores at Petron gas stations in Metro Manila.​

These farmers’ stores benefited farmers who were unable to bring their produce to Metro Manila markets due to the strict quarantine measures. The “Kadiwa” stores allowed provided them a ready market for their goods and at the same time made fresh produce more easily accessible to consumers.​

With the DA’s help. SMC also purchased 524 million kilograms of corn from farmers across Central Luzon, Pangasinan, and Camarines Sur.​

The company also partnered with social enterprise Rural Rising Philippines to put up Better World Diliman that serves as a ready-market for excess produce bought from farmers at better-than-farmgate prices, and sold to consumers and resellers for low prices. ###

DOH CALABARZON PROVIDES PSYCHOLOGICAL FIRST AID TO 131 TAAL EVACUEES

The Department of Health (DOH) – CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) has provided psychological first aid to a total of 131 individuals in various evacuation centers affected by the Taal eruptions.

Psychological First Aid (PFA) is an initial disaster response intervention to promote safety, stabilize survivors of disasters and connect individuals to support services. PFA is provided by mental health professionals and other first responders.

“We need to provide immediate safety for the well-being of individuals in evacuation centers including physical and emotional comfort. We need to calm them and orient emotionally overwhelmed or distressed individuals in order for them to cope with their present situation,” Regional Director Eduardo C. Janairo stated.

“Especially now that we have the Delta variant virus, we need to provide everyone the proper information on how to stay safe and not to panic and prevent the transmission of the virus in evacuation centers,”

The regional office deployed five mental health & psychosocial support (MHPSS) teams led Ms. Paulina A. Calo, Regional Mental Health Outcome Manager by last July to provide support to evacuees.

“PFA is essential for people who feel emotionally distressed after a crisis event but there are some who may still need specialized help. Kasama dito ang mga indibidwal na nagkakaroon ng very serious emotional reactions, gaya ng pagiging disoriented at yung iba nawawala sa sariling katinuan at hindi na maalagaan ang sarili at napapabayaan na rin ang kanilang mga pamilya.”

“Pag mayroong mga kasong ganito, we immediately refer them to specialty hospitals for immediate and proper treatment,” Calo emphasized.

Calo visited evacuation centers in the towns of Alitagtag, Balayan, Balete, Laurel, Agoncillo, San Nicolas, Talisay, San Jose and Tanauan in the province of Batangas.

Meanwhile, a total of 287 children aged 7 to 12 years old were given art activity kits.

Director Janairo stressed the importance of giving special attention especially to children in evacuation centers because they are also affected with the disaster.

“Kailangang mapangalagaan din natin ang kanilang mental health by providing meaningful play and leisure activities gaya ng art artivities na maari nilang magawa na kasama ang iba pang mga bata o ng kanilang mga magulang.

“This activity will help facilitate creative expression including social interaction with peers and collaboration. Parents can also provide support by providing guidance to their children in expressing their thoughts and imagination,” he added.

The regional mental health unit continues to conduct regular monitoring activities to evacuees still residing in evacuation centers in Batangas province.###
