DOH-CALABARZON LEADS INAUGURATION OF THE SAN PABLO DISTRICT HOSPITAL DIALYSIS CENTER FOR COVID PATIENTS

The Department of Health (DOH) – CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) yesterday led the inauguration of the of the San Pablo City District Hospital (SPCDH) Dialysis Center for Covid-19 patients of the city.

Regional Director Eduardo C. Janairo stated that the regional office has facilitated the accreditation and License to Operate (LTO) of the center. 

“Napakaimportante na maparami natin ang mga dialysis centers sa ating rehiyon upang matugunan ang pangangailangan ng mga pasyenteng me Covid na may pangangailangan sa dugo upang mabigyan sila ng agarang lunas at mailigtas ang kanilang buhay.”   

“We will be assisting in logistics augmentation including personal protective equipment for personnel, especially now that the Delta Variant virus has been identified in the region and San Pablo City is among those with recorded cases,” Janairo assured.

“Ituloy lang po natin ang mga proyektong makapagbibigay ng maayos at mabuting serbisyo para sa ating mga mamamayan upang mapaghandaan natin ang anumang mga suliraning pangkalusugan na ating kakaharapin,” he added. 

According to San Pablo City District Hospital OIC Chief, Dr. Edgar M. Palacol, the establishment of the center was made po+ssible through a public-private partnership program between SPCDH and Renal Hub who provided the machines and manpower.

“Para ito sa mga Covid-19 patients na PhilHealth lang ang inaasahan at ang center na ito ang kasagutan para hindi na sila mahirapan pang maghanap kung saan-saan upang makapagpagamot,” Palacol emphasized. 

Palacol added that a total of P12 Million was allocated for the construction and repair including the equipment needed for the center.

The center has a total of 10 dialysis stations that will be used and can accommodate around 75 patients a day. 

The San Pablo City District Hospital is the designated Covid19 Testing Facility Hospital in Laguna, by virtue of Provincial Ordinance No. 7, series of 2020.

Cayetano, BTS sa Kongreso file resolution commending Hidilyn Diaz for winning PH’s first Olympic gold medal

Former House Speaker Alan Peter Cayetano and his allies from the Balik sa Tamang Serbisyo (BTS) sa Kongreso on Wednesday, July 28, filed House Resolution No. 2045 commending Filipino weightlifter Hidilyn Diaz for making history by winning the country’s first Olympic gold medal during the 2020 Summer Olympic Games in Tokyo, Japan.

The proposed resolution aims to recognize Diaz for ending the country’s 97-year Olympic gold medal drought by winning a gold medal in the women’s division of the 55-kilogram weightlifting event of the 2020 Summer Olympic Games.

It recognizes her hard work and perseverance, having to go against all odds and obstacles, endure being away from her family in Zamboanga City, and put her studies and livelihood on hold.

“As a result of strict COVID-19 restrictions, Diaz had to battle gym closures, a lack of access to weightlifting equipment, and the uncertainty of whether the 2020 Olympic Games would be held at all,” the resolution states.

“Diaz’s sterling achievement will serve as a motivation for our countrymen, who have been weary of the hardships brought about by the coronavirus disease of 2019 (COVID-19) pandemic,” it adds.

The proposed resolution also recognizes Diaz as the epitome of the spirit of discipline, heart, and determination – qualities that will inspire and motivate the youth to persevere in becoming their best.

“Her extraordinary feat of representing the country and bringing it honor, even in the face of trials and the pandemic, will propel our athletes to perform to their utmost abilities in sporting events in the future,” it reads.

“Diaz will forever be an inspiration to the youth and an epitome of women empowerment, proving that the Filipino and the Filipina can compete with the best in the world,” the resolution continues.

It has been an established tradition of the House of Representatives to recognize outstanding achievement of Filipino individuals who bring pride and honor to the country by excelling in their respective fields.

“Now, therefore, be it resolved, as it is hereby resolved, by the House of Representatives, to congratulate and commend Hidilyn Diaz for her outstanding drive, discipline and determination, being the first Filipino to win a gold medal in the Olympic Games, bringing honor and international recognition to the Philippines,” the resolution concludes.

Metro Manila escalated to ECQ starting August 6

President Rodrigo Roa Duterte approved the recommendation of the Inter-Agency Task Force (IATF) to place the National Capital Region (NCR) under General Community Quarantine (GCQ) subject to heightened restrictions from July 30, 2021 to August 5, 2021.

Beginning August 6, 2021, the classification of the NCR shall be escalated to Enhanced Community Quarantine (ECQ) until August 20, 2021.

The heightened restrictions for NCR are more stringent compared to the GCQ with heightened restrictions of other areas. 

In NCR, indoor dine-in services and al fresco dining are prohibited. Only take-out and delivery are allowed.

For people working in these establishments, operations are allowed to continue and finish within the day. 

On the other hand, personal care services, such as beauty salons, beauty parlors, barber shops and nail spas may operate up to 30% of venue or seating capacity.   

Indoor sports courts and venues and indoor tourist attractions and specialized markets of the Department of Tourism (DOT) may not operate. Outdoor tourist attractions, as may be defined by the DOT, shall remain to be allowed at 30% venue capacity.  

Only Authorized Persons Outside their Residences shall be allowed to travel into and out of the NCR Plus Area, which includes Cavite, Bulacan, Laguna, and Rizal. 

Only virtual religious gatherings shall be allowed.  Gatherings for necrological services, wakes, inurnment and funerals for those who died of causes other than COVID-19 shall be allowed, provided they are limited to immediate family members.                                      

Other provisions of the Omnibus Guidelines on the Implementation of the Community Quarantine in the Philippines, as amended, not affected by the above restrictions shall continue to take effect, including those on the operation of public transportation.  The use of active transportation shall likewise be promoted.  

Meanwhile, Gingoog City, Iloilo City, Iloilo Province, and Cagayan de Oro City shall remain under ECQ starting August 1 until August 7, 2021.

Cebu City and Cebu Province have been added to areas under Modified Enhanced Community Quarantine (MECQ) starting August 1 until August 15, 2021, subject to further appeals by their local government units.

For Luzon, Ilocos Norte and Bataan; and for the Visayas, Mandaue City and Lapu-Lapu City are under MECQ from August 1 until August 15, 2021.

Placed under GCQ with heightened restrictions from August 1 to August 15, 2021 are Ilocos Sur; Cagayan;  Bulacan, Cavite, Rizal, Laguna and Lucena City in Region 4-A and Naga City for Luzon; Antique, Aklan, Bacolod City and Capiz in Region 6 and Negros Oriental for the Visayas; Zamboanga del Sur; Misamis Oriental; Davao City, Davao del Norte, Davao Occidental and Davao de Oro in Region 11 and Butuan City for Mindanao.

On the other hand, Baguio City and Apayao in the Cordillera Administrative Region; Santiago City, Quirino, Isabela and Nueva Vizcaya in Region 2; Batangas and Quezon in Region 4-A and Puerto Princesa for Luzon; Guimaras and Negros Occidental in Region 6; Zamboanga Sibugay, Zamboanga City and Zamboanga del Norte in Region 9; Davao Oriental and Davao del Sur in Region 11; General Santos City, Sultan Kudarat, Sarangani, North Cotabato and South Cotabato in Region 12; Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands in CARAGA and Cotabato City in the Bangsamoro Autonomous Region in Muslim Mindanao are placed under GCQ from August 1 to August 31, 2021.

All other areas are placed under Modified General Community Quarantine (MGCQ) classification from August 1 to August 31, 2021.

IATF-CORE asks Senate to start debate on economic cha-cha

The Inter-agency Task Force on Constitutional Reforms (IATF-CORE) on Tuesday appealed to the Senate to start deliberating on a proposed joint resolution that will pave the way for economic reforms even as it commended the House of Representatives for immediately approving it. 

In IATF CORE Resolution No. 2021-02, the task force requested the Senate through Senate President Vicente Sotto III and Senator Francis Pangilinan, chairman of the Committee on Constitutional Amendments and Revision of Codes, to schedule Resolution of Both Houses (RBH) No. 2 in the Senate’s calendar of business at the earliest possible time.

Sotto earlier told the media that purely economic cha-cha has a chance of passing and that the Senate has until February of next year to pass the resolution.

In IATF CORE Resolution No. 2021-01, the task force commended the House of Representatives, especially the Committee on Constitutional Reforms, for adopting the lifting of the restrictive economic provisions of the 1987 Constitution.

The IATF-CORE committed its members to provide technical support as resource persons during the Senate’s hearing and deliberations to fully inform the public of the objectives and effects of the proposed constitutional reform.

The Resolutions were signed by IATF CORE Chairman and Department of the Interior and Local Government (DILG) Secretary Eduardo Año, Department of Budget and Management (DBM) Secretary Wendel Avisado, Department of National Defense (DND) Secretary Delfin Lorenzana, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, Cabinet Secretary Karlo Alexei B. Nograles, Presidential Legislative Liaison Officer Luz E. Pascual, Department of Justice (DOJ) Assistant Secretary Nicholas Ty, University of the Philippines (UP) Law Dean Edgardo Carlo Vistan, and Development Academy of the Philippines (DAP) President Engelbert Caronan.

It said the sentiment from a broad cross-section of society especially the economic and business sectors for a review of the economic provisions of the 1987 Constitution to make it more attuned and responsive to the demands of the times have been sustained and affirmed with the majority of Filipinos who support President Rodrigo Duterte’s agenda of change.

During the virtual press conference on the resolutions hosted by the DILG, Undersecretary and Spokesman Jonathan Malaya said that the IATF-CORE asked Congress to pass a package of economic legislation to enable the country to recover completely from the pandemic.

“When we talk about the economic legislation that is requested from Congress, we are not just talking about one item but we’re talking about a package of reforms,” Malaya told reporters.

Malaya said the economic bills on public services, retail and foreign investments, which were also supported by the IATF-CORE, were important to the country’s short-term recovery from the pandemic but that these package of reforms must also include the amendment of the economic provisions of the constitution so that our recovery is long-term.

“It is the position of the IATF-CORE that for us to be able to recover in the long term and ensure the growth and development of our country, we need economic charter change,” he stressed.

Malaya further said the three bills plus the economic charter change were the perfect antidotes to respond to the effects of the pandemic on the economy.

“Pakiusap po ng IATF-CORE is if the Senate can tackle this immediately before the filing of certificates of candidacy in October ay mas maigi po para po bago mapag-usapan ang politika ay naisabatas na po natin,” Malaya said.

“Let’s take this opportunity now. After all, taong-bayan naman ang magde-decide in a plebiscite,” he added.

Ako Bicol Party-list Representative Alfredo Garbin Jr., chair of the House Committee on Constitutional Amendments, assured the IATF-CORE that his committee and the House would not give up on the Senate.

Garbin, who was present at the press conference to receive the resolution, said the efforts on constitutional reforms had gone a long way.

“Ito ay nasa Senado na. Patuloy lang, trabahuhin natin, imulat natin sa ating taong-bayan ang benepisyo at kung ano ang maidadala nito sa ating bansa,” Garbin said.

“Will it be good for our country? Will it bring benefits to the Filipino people? Ang sagot ay, 'Yes' at ‘wag natin sayangin at patuloy na ilaban natin itong makabuluhang Constitutional Reform na ito,” he said.

Garbin said there was no political agenda in pushing for the resolution because no incumbent congressmen or congresswomen would benefit from it. “This one will not be signed by the President. It will be the Filipino people who will approve it,” he stressed.

For his part, Presidential Legislative Liaison Office (PLLO) Undersecretary Gerard Salapantan said that RBH 2 will provide the necessary impetus towards a more vibrant economy.

“The PLLO commits to work with the IATF-CORE in bringing this and seeking the cooperation and approval of the Senate of the RBH 2," Salapantan said.

"Sana po we can work hand in hand so that by September, maipasa na po natin ito,” he added. ###

DILG to LGUs: Ensure safe vaccination amid rains, floods

The Department of the Interior and Local Government (DILG) today echoed the call of President Duterte for local government units (LGUs) to ensure that people are not exposed to health risks and other hazards detrimental to their safety on the day of their vaccination amid torrential monsoon rains and flooding in several areas of the country in the past few days.

In a directive to governors, mayors and punong barangays, DILG Secretary Eduardo M. Año said LGUs must see to it that vaccination sites, including their outside premises and queueing areas, are safe and convenient with little to no exposure to rains, floods, and other natural or man-made hazards.

"While we are ramping up efforts to vaccinate the majority of our populace, LGUs should take into consideration the safety and convenience of both the vaccination work force and the vaccine recipients.

Kailangang siguruhin ng ating mga LGUs na maayos at hindi baha sa vaccination sites  upang hindi maexpose sa ibang sakit ang ating mga kababayan,"  he said.

He also said LGUs should also ensure that facilities in vaccination sites are designed to give special accommodation to senior citizens,  persons with comorbidities, and persons with disabilities (PWDs).

"Huwag natin hayaang mahirapan ang ating mga kababayan, lalo na ang mga senior citizens, ang mga may karamdaman at PWDs, na magpapabakuna.  Let us make their vaccination as smooth and hassle-free as possible," he said.

In the same directive, the DILG Secretary tasked LGUs to make their scheduling and appointment system more efficient with definite time slots in order to prevent long lines and unreasonable queueing, especially in the morning.

“Gawan po natin ng maayos na sistema ang bakunahan para hindi sabay-sabay ang pagpunta ng mga tao sa vaccination site at masunod pa rin ang physical distancing,” he said.

"The safety of everyone should be top of mind as we carry out our vaccination efforts and especially during this rainy season.  Ihanda natin ang ating mga mamamayan at siguruhin nating alam nila ang kanilang gagawin kung sakaling magkaroon ng mga biglaang aberya sa araw ng pagbabakuna," he said.

President Duterte earlier expressed concern over long lines in vaccination centers and the risk of leptospirosis amid the rains and floods. He then tasked the  DILG to issue a directive for LGUs to ensuring a smoother vaccination drive, especially during floods.

Meanwhile, DILG Undersecretary and Spokesperson Jonathan Malaya said that alternative COVID-19 vaccination sites are now being identified in coordination with Metro Manila mayors and the Metropolitan Manila Development Authority (MMDA).

He said that 28 out of the 407 operational vaccination sites in NCR are affected by flooding.

“While we understand that we would like to vaccinate as many eligible individuals as possible, there is also the issue of overcrowding in vaccination centers so we already asked the LGUs to identify alternative vaccination sites,” he said.

Malaya said that the affected LGUs have already identified alternative vaccination sites where they will transfer their operations. 

He also urged LGUs to ensure the integrity and security of COVID-19 vaccines at all times based on the recommended cold chain temperature requirements.

“Siguruhin po nating hindi masasayang ang mga vaccines na dinedeliver sa inyo dahil tandaan natin na bawat dose ng bakuna ay mahalaga para makarating na tayo sa tinatawag na population protection,” he said.

According to an Advisory issued by the National Vaccination Operations Center headed by the Department of Health, LGUs should look for an alternative vaccination site and immediately transfer the vaccination operations to the said site as far as practicable if the vaccination sites and their immediate perimeter are flooded,

The NVOC advisory also said that if transfer is not feasible, vaccination activities may be suspended and resumed once the weather situation permits and the flood has subsided. those who will be affected by the change in schedule of vaccination or transfer of vaccination site should be duly informed. ###

2 Involved in Robbery Extortion, arrested through Entrapment Operations

Two (2) persons were arrested through the entrapment operation by Lipa CPS Swat Team under the supervision of PLT GREGORIO C MALALUAN at about 2:55pm of July 23, 2021.

According to the report of Lipa CPS to PCOL GLICERIO C CANSILAO, Acting Provincial Director, BPPO, Queenalyn Calugay Mendoza was threatened through line chat applications by his former Japanese lover, Misukami Hirofumi to return his car, house, and money amounting to ₱4,000,000 which Mr. Hirofumi sent her. Otherwise, Mr. Fugiwara will destroy the victim’s reputation on social media and this was prompted the victim to seek assistance from the local police.

The suspects were identified as Leonard Rebollar Salazar and Edelito Nape Martinez, both residents of Cavite City. Said suspects were sent by Mr. Fugiwara to collect his demands from the victim. Recovered from the suspects is the marked money placed in a white envelope.

CALABARZON SENIOR CITIZENS RECEIVES ONE SHOT JANSSEN VACCINE

Senior citizens or Priority Group A2 from CALABARZON (Cavite, Laguna, Batangas, Rizal and Quezon) region received their one shot Covid vaccine yesterday during the start of the Janssen vaccine roll-out held at the regional office located at the QMMC Compound in Project 4, Quezon City.

The Jansen of the Johnson and Johnson (J&J) vaccination for the elderly was led by Regional Director Eduardo C. Janairo who received the first shot of the vaccine. He recently recovered from the Covid-19 virus.

“We need every protection that we can get to protect ourselves against the Covid virus. And now that we have the Delta Variant cases detected in the region, we need to prioritize our safety, double our precautionary efforts and strictly follow health protocols,”

“For the elderly, like myself, I advise you to better stay at home to stay safe. Strengthen your immune system by consuming healthy diet and also take multivitamins to further boosts your strength and stamina,” he stated.

“Importante na mabakunahan natin lahat ang ating mga senior citizen para sa kanilang protection hindi lang sa Covid-19 kundi pati na rin sa bagong Delta Variant na kumakalat ngaun.”

The DOH has allotted the Janssen vaccines of Johnson & Johnson (J&J) solely for the elderly population as they are more at risk of severe COVID-19 and also to prevent hospitalization and deaths.

A total of 3.2 million Janssen vaccines were donated to the country by the United States and delivered through the COVAX facility. The central office has allocated 100,000 vaccines per region.

 “We urge all senior citizens and persons with comorbidities to avail the Janssen vaccine. It is safe and effective as an added protection against the virus. Pangalagaan po natin ang ating mga sarili at ng ating pamilya. Mahalaga na tayong mga senior citizen ay mabakunahan upang mayroon tayong panlaban tayo sa Covid virus,” Janairo reiterated.

“Sa mga nabakunahan na, patuloy po tayong sumunod sa mga health protocols gaya ng pagsusuot ng face mask kung lalabas ng bahay, social distancing at regular na paghuhugas ng kamay at paggamit ng mga disinfectant.”

According to the CALABARZON Covid Tracker, as of July 21, 2021, there are now a total of 1,991,625 individuals who completed their first and second dose of vaccination against Covid-19 including 681,461 senior citizens and 582,268 persons with comorbidities.

Meanwhile, the Regional Epidemiology and Surveillance Unit reported a total of 203,103 covid cases in the region as of July 23, 2021 with 10,779 active cases, 186,201 recoveries and 6,123 recorded deaths.

DELTA VARIANT CASES IN CALABARZON ARE LOCAL CASES – DOH-CALABARZON

Department of Health (DOH) – CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) Regional Director Eduardo C. Janairo today clarified that the five (5)Delta variant cases reported in the region were local cases and not due to local transmissions and from still an unknown source.

"We have five reported cases and of the five cases, three Delta variant cases were reported last April by the National Epidemiology Center – two from the province of Cavite at one from the province of Batangas.”. 

“These three cases were not from the community where they reside, but they were actually OFWs and two were from the Middle East who eventually went to their place of residence after their being quarantined and they were already confirmed negative of the virus,” Janairo explained.

The two new cases of Delta variant reported is a father, 58 years old and his son, 29 years old from Calamba City, Laguna. Investigation in on-going as to how they acquire the virus.

Janairo added that the Regional Epidemiology and Surveillance Unit is already conducting contact tracing activities in coordination with the local government of Calamba City. 

“Nagmeeting na sila with local government at may mga contact tracing na ngang ginagawa sa ngayon, dahil initially ang exposure ay sa 3 tao 'yung katulong, 'yung household helper, 'yung isa pang kapatid at may isa pang kasambahay doon na na-expose pero mga negative naman raw sila,” he said. 

“Importanteng malaman natin kung ilan talaga ang kaso ng Delta variant sa region, paano ito i-contain upang hindi na kumalat at dumami pa ang kaso.” 

“We have to be very careful now that we have identified the presence of the delta variant in the region. I encouraged all residents to strictly follow health protocols and avoid unnecessary movement outside of your residence to avoid contracting the virus.” 

“Hindi po natin kailangang mag-panic, Ang kailangan po nating gawin ay doblehin ang pag-iingat upang makaiwas at makinig sa mga anunsyo at alintuntunin ng mga lokal na pamahalaan.”

“Nananawagan din po ako sa mga residente na kasama sa priority list at hindi pa nabakunahan na magpalista na upang makatanggap ng bakuna laban sa covid dahil ito ay magsisilbing dagdag protekyon laban sa covid virus,” he emphasized.

AC Energy integrates circular economy in renewables development


In another pioneering move, AC Energy has piloted the circularity approach in its 120 MW solar plant in Alaminos, Laguna construction site, diverting away from landfills a total of 32,540 kg of plastic collected from the solar panel packaging materials – or the equivalent of about 25 compact size cars – to be upcycled into eco-bricks and utilize in building the solar plant facilities.

Maranan, AC Energy’s Vice President and Head of Corporate Communications and Sustainability. “Sustainability is fully integrated in our company’s strategy and vision of achieving 5,000 MW of renewables by 2025,” Maranan added. Cayetano pushes for stronger Halal industry

 Former Speaker Alan Peter Cayetano on Tuesday said supporting the country’s Halal industry can help boost the economy.

During the distribution of cash aid to Muslim communities across the country on July 20 as part of the Eid al-Adha edition of his Sampung Libong Pag-Asa program, Cayetano said there are many opportunities for expanding the million-dollar industry. 

“Napakarami pa po ng pagkakataon, whether food or non-food items,” he said, adding that the country’s Halal exports in 2018 were already worth around USD 560 million.   

(There are a lot of opportunities for business, whether food or non-food items.)

For Cayetano, promoting and strengthening Halal certification can increase confidence in the country’s Halal exports. 

“Sa Halal certification, kung papasa ka at maaayos po, napakalaking industriya po nito,” he said.

(When it comes to Halal certification, if you pass the standards and you get your business going, it will be a big industry.)

Cayetano said the country is in a good position to popularize its Halal products in Southeast Asia, the Middle East, and Europe.

“Siyempre, iba talaga yung purchasing power ng pera nila. It could really be a good (source of) livelihood at pampaganda ng ekonomiya ng isang bansa na talagang tutukan yung proseso para ma-certify (na Halal),” he said.

(Of course, the purchasing power of their money is vast. Should we give Halal certification the attention it deserves, Halal could really be a good source of livelihood, boosting the economy of a given country.)

Citing the aspirations of his mentors from Taguig’s Muslim community, Cayetano said he is planning to establish a local trading center for products from the southern parts of the country. 

Taguig is home to Maharlika Village, the biggest Muslim community in the National Capital Region.


Giving hope on Eid al-Adha

Sari-sari store vendor Surayah Sultan is one of the beneficiaries of Cayetano’s Sampung Libong Pag-Asa program.

A resident of Taguig’s Maharlika Village, Sultan was selected as a beneficiary of the program after she posted a comment on the event’s livestream.

“Nagbakasakali lang po ako na baka isa po ako sa mga mapili na mabigyan ng P10K na ayuda. Hindi po ako nawalan ng pag-asa hanggang sa binigay sa akin yung hiling ko,” she said. 

(I gave it a try, hoping I would be one of those who will be given P10,000. I didn’t lose hope until it was given to me.)

Prior to being chosen as a beneficiary, Sultan’s husband lost his job at a local pizzeria. With the cash aid she received from the Sampung Libong Pag-Asa program, Sultan was able to add more products to her sari-sari store and pay their household bills.

“Ginamit ko po yung P10,000 sa magandang paraan. Pinamili ko ng paninda ko po. Yung P5,000 po ay binili ko ng mga (produkto sa) sari-sari store. Yung kalahati po ay pinangbayad ko po ng mga bills po, kuryente tsaka tubig,” she said, adding that she now earns between P500 and P700 a day.

(I used my P10,000 in a good way. I used it to buy products for my store. I used P5,000 for that. I used the other half to pay for our bills, like electricity and water.)  

To date, more than 6,300 beneficiaries have already received cash aid from the Sampunbg Libong Pag-asa program.

The initiative was inspired by the vision of the 10K Ayuda Bill which Cayetano and his allies filed on February 1 with the aim of promoting household consumption and stimulating the economy.

While the bill was consolidated into the Bayanihan 3 bill, its proposed amount for cash aid was not adopted. ###

SSS records 11.5% increase in OFW members to 1.34M

The Social Security System (SSS) records 1.34 million Overseas Filipino Worker (OFW) members as of May 2021, higher by 11.5 percent from the same period of last year.

SSS President and Chief Executive Officer Aurora C. Ignacio said economic concerns worsened by the COVID-19 pandemic pushed more Filipinos to seek overseas employment to support their family.

“Our modern-day heroes are not only hardworking breadwinners for their family but are also huge contributors to the Philippine economy, thanks to their remittances. OFWs should receive sufficient safety nets, especially in times of contingencies in the form of social security benefits, loan privileges, and other savings schemes to ensure that their hard-earned income can turn into gainful investment in the long run,” Ignacio said.

SSS started OFW coverage under voluntary membership in 1995. This was changed to mandatory coverage for land-based and sea-based OFWs who are not more than 60 years old under Republic Act (RA) 8042, also known as the Migrant Workers and Overseas Filipinos Act of 1995. Subsequent amendments for OFW coverage were made in 2010 under RA 10022 or the Migrant Workers and Overseas Filipinos Act, and in 2018 under Republic Act 11199 or the Social Security Act.

Based on data from the Philippine Statistics Authority (PSA), there are 2.2 million OFWs as of April to September 2019.

“We have to work extensively to cover the remaining 860,000 OFWs by enhancing stronger partnership with our government partners like the Philippine Overseas Employment Administration (POEA) and interest groups. Uncertainties may arise while working overseas and this is why we emphasize the importance of financial security and stability, especially when OFWs decide to retire and return to the Philippines. Maintaining an SSS membership is a good start and paying their contributions regularly is a huge step to ensure that they can maximize the benefits and privileges when the need arises,” Ignacio explained.

SSS offers seven benefits for OFWs—sickness, maternity, disability, unemployment, retirement, funeral, and death. They are also entitled to apply for various loan programs such as salary, calamity, educational, housing improvement, and pension loan.

To become an SSS member, an applicant must obtain a Social Security (SS) Number through the My.SSS Portal on the website www.sss.gov.ph or through the SSS Mobile App.

For an SS number to be permanent and to avail of various SSS benefits and privileges, new members are required to upload supporting documents like the Philippine Statistics Authority-certified birth certificate, marriage contract (if married), or baptismal certificate (if with children).

The complete list of documentary requirements for updating of member record status from “temporary” to “permanent” can be found in the SSS Member Data Change Request Form https://www.sss.gov.ph/sss/DownloadContent?fileName=SSSForms_Change_Request.pdf.

Registrants who recently applied for an SS number online will be given a link to activate their My.SSS account registration. Those who already have an SS Number can make contribution payments as an OFW member.

OFW coverage starts on the first day of remittance payment to SSS. The minimum Monthly Salary Credit (MSC) is P8,000 up to P25,000, with monthly contribution payments, ranging from P1,040 to P2,600, respectively. There is an additional monthly contribution of P65 to P650 for the mandatory provident fund, also known as the Workers Investment and Savings Program (WISP), for members with MSC exceeding P20,000. ​

They can get their Payment Reference Number (PRN) via the My.SSS account, SSS Mobile App, or through Text SSS to 2600. Once a PRN is generated, OFW-members have the option to pay their SSS contributions with accredited banks non-bank collecting partners that are available locally and abroad, or through internet banking, mobile facilities or by using the SSS Mobile App via PayMaya and BPI Online.

In consideration of their plight, contribution payment deadlines of OFW-members for the applicable months of January to September of a given year can be paid any time of the same year. For the remaining fourth-quarter payments from October to December, they are also given until January 31 of the succeeding year to pay their SSS contributions.

“As we continuously recognize and appreciate their contribution to the society and economy it is mandatory upon the SSS to ensure that social security protection shall be made accessible especially to our Filipino workers, local or overseas, including their beneficiaries,” Ignacio concluded.

Cayetano: 4% mandatory savings kasya para sa 10K Ayuda

Hinikayat ni dating Speaker Alan Peter Cayetano ang pambansang pamahalaan na magpatupad ng apat na porsiyentong mandatory savings para mapondohan ang pagpapalawak ng ayuda para sa mga pamilyang tinamaan ng pandemya.

Sa isang panayam sa media, sinabi ni Cayetano na maaaring gamiting basehan ng pamahalaan ang mga reporma na ipinatupad ni dating Pangulong Fidel Ramos.

“If we institute a mandatory savings of four percent this year, makakabuo ka ng close to P200 billion. More than enough iyon for all Filipino families na makatanggap ng P10,000,” wika niya.

Para mapalawak ang programang direct stimulus ng bansa, ipinanukala rin ni Cayetano na magpatupad ang pamahalaan ng mga debt instrument na katulad ng war bonds. Ginagamit ang mga war bonds para pondohan ang mga operasyon ng militar tuwing panahon ng digmaan.

“After every crisis, economic boom naman ang dumarating. Kaya nababayaran yung mga inutang through war bonds,” aniya. 

Tinutulak din ni Cayetano na ilaan sa ayuda ang mga pondo na hindi pa nagastos ng iba’t ibang ahensya.

“Marami rin kaming nakita na hindi nagagastos ng gobyerno. Kulang yung absorptive capacity ng agencies natin,” sabi niya.

Sigurado ang dating Speaker na hindi makakasama sa ekonomiya ang paglaan ng P200 billion para sa ayuda. Dagdag niya, maraming paraan ang pamahalaan para mapondohan ang mas malawak na programang ayuda.

“Another P200 billion para ilagay sa bulsa ng ating mga kababayan won’t be harmful to our economy,” wika niya. “Napakaraming paraan kung gusto talaga.”

Noong Pebrero, inihain ni Cayetano at ng kanyang mga kaalyado ang 10k Ayuda Bill na naglalayong tulungan ang bawat pamilyang Pilipino na mabili ang kanilang mga pangunahing pangangailangan at mapasigla muli ang ekonomiya.

Naisali ang panukalang batas sa Bayanihan 3 pero hindi naisama ang panukala nitong P10,000 na ayuda. ###

ANTIPOLO CITY RECEIVES E-BIKES FOR COMMUNITY RH TEAMS

Five (5) E-bikes were donated yesterday by the Philippine Society for Responsible Parenthood Inc. (PSRP) to Antipolo City Health Office to be used by health workers promoting and providing family planning information and reproductive health services in the communities during the turn-over ceremony led by Department of Health (DOH) – CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) OIC-Regional Director Paula Paz M. Sydiognco and Rizal Vice Governor Reynaldo H. San Juan Jr. held at the  Provincial Capitol Grounds in Antipolo City, Rizal.

“Layunin ng proyektong ito na magkaroon ng agarang transportasyon ang ating mga manggagawang pangkalusugan upang mapagtuunang pansin ang mga hamon sa programa ng family planning at reproductive health.”

According to Sydiongco, once the e-bikes were received by the cities or municipalities, an “RH Bicycle Patrol” will be organized that will be promoting and providing family planning information and reproductive health services in the communities.

An RH Bicycle Patrol Team includes community health volunteers and midwives who will conduct outreach missions to deliver family planning information and reproductive health services to women and men in their homes  including COVID-19 affected communities in the region.

“With the use of the e-bike, there is no reason na hindi natin mahahanap o di mapapupuntahan ang mga buntis o manganganak upang makapagbigay ng agarang serbisyong pangkalusugan. Sa pamamagitan din nito ay hindi na nila kailangan pang pumunta sa kanilang mga health centers na malayo sa kanilang lugar dahil ang mga RH Bike Patrols na mismo ang syang bibisita sa kanila at magbibigay ng health care service mismo sa kanilang mga tahanan,” Sydiongco said.

“It will also enhance the capability of local governments to provide and promote male involvement in family planning and increase the use of modern family planning methods in men including condoms and vasectomy,” she added.

The e-bikes are part of the United Nations Population Fund (UNFPA) Philippines and Global Affairs Canada’ assistance through PSRP’s project on the organization and training of “RH (Reproductive Health) Bicycle Patrol Teams” in selected cities and municipalities in the Rizal province). Each unit of e-bike costs Php40,000.

SARIAYA RURAL HEALTH UNIT TO BECOME THE FIRST SUPER HEALTH CENTER IN QUEZON PROVINCE - DOH-CALABARZON

“We will be developing the Sariaya Rural Health Unit to become one of the first super health center in the province of Quezon and we will be working with the local government of Sariaya for its development,” former Department of Health (DOH) CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) Regional Director Eduardo C. Janairo stated in his message as the guest of honor during the blessing and inauguration of the second floor of the Sariaya Rural Health Unit (RHU) yesterday, July 14, 2021.

“The “super health center” will have its own diagnostic center, out-patient department (OPD) including several medical specialties.”

Janairo also said that the super health center will also have an emergency facility that will provide immediate care and treatment since Sariaya is also one of the most visited tourists destinations due to its pristine beaches, heritage houses and the famous mythical Mount Banahaw which attracts nature-trekkers and hikers.

“We have already established super health centers or polyclinics in the provinces of Cavite, Laguna and Batangas. Meron na rin po tayo sa Ibaan, Batangas at dito sa Quezon ay sisimulan natin dito sa Sariaya.”

“People deserve the right care, right in their own community. At ang mga RHUs natin ay dapat me kakayahang maibigay ang kanilang mga pangangailangang pangkalusugan kabilang na dito ang disease prevention, treatment and rehabilitation, palliative care at health promotion,” Janairo emphasized.

“Strengthening our RHUs is important not only to address individual and family health needs, but also in addressing broader issue of public health and the needs of defined populations,” Janairo emphasized.

The Sariaya Rural Health Units is a recipient of the 2019 DOH-HFEP (Health Facilities Enhancement Program).

Cayetano: Five-year economic recovery plan needed to boost agriculture

Former Speaker Alan Peter Cayetano on Monday said a five-year economic recovery plan is necessary to boost the agricultural sector. 

Speaking to the media after holding a dialogue with farmers in Mabalacat, Pampanga on July 12, Cayetano said an economic recovery plan will ensure predictability and investor confidence.

“Kapag tayo po ay naglabas ng plano at nasunod ang plano, marami po ang mag-iinvest,” he said.

(Once we release a plan and ensure its implementation, many will invest in us.)

Cayetano said there is a need to prioritize agriculture in the country’s efforts to recover from the COVID-19 pandemic and promote the sector’s role in the economy.

“Dito sa inyo, napakadaling sabihin na agriculture is a priority. Pero bumalik tayo sa siyudad, gagarantiya ko sa inyo, makakalimutan ang agriculture,” he said. “‘Di po talaga nalilink na yung mga farmers talaga yung naghihirap.”

(Over here, it’s easy to say that agriculture is a priority. But when you go to the cities, I assure you, people tend to forget about agriculture. They can’t link their needs to our farmers and their sacrifices.)

Cayetano said a long-term plan can help improve irrigation systems, farm-to-market roads, and the distribution of farming inputs like fertilizers.

He reiterated his call on presidential aspirants to work together with experts to produce a common plan for pandemic recovery.

“Ako’y naniniwala talaga lahat po ng nagbabalak tumakbong Pangulo ngayon, aminin man nila o hindi, dapat magsama-sama at gumawa ng five-year plan,” he said.

Getting your Philippine National ID just became more accessible with SM Malls

SM City Santa Rosa, SM City Calamba and SM City San Pablo are now accommodating the Step 2 registration for the Philippine Identification System (PhilSys).

The Philippine Statistics Authority (PSA) brings the Philippine Identification System (PhilSys) Step 2 Registration experience closer to Filipinos after sealing a partnership with SM Prime Holdings, Inc. through a Memorandum of Understanding (MOU) signed on 14 June 2021 at SM Aura Premier in Bonifacio Global City, Taguig City.

This partnership officially established the nationwide participation of SM Supermalls in the rollout of PhilSys registrations.

Filipinos can now conveniently register for a national ID, the government’s central identification platform for citizens and resident aliens, through these SM Malls in Laguna.

“[This] MOU will further the formidable partnership between PSA and SM Supermalls through a joint and cooperative initiative to register all Filipino citizens and resident aliens to the official National Identity Card,” said Steven T. Tan, Shopping Center Management Corporation President, during the signing of the partnership.

VILLAR : CAVITEX C5 LINK BUBUKSAN SA 2022

Pinangunahan ni Department of Public Works and Highways (DPWH) Secretary Mark A. Villar, kasama ang mga representante ng Cavitex Infrastructure Corporation (CIC) ang inspeksyon para tingnan ang progreso ng konstruksyon ng Segment 2 at 3A2 ng ginagawang  CAVITEX C5 Link expressway.  

Nagtungo ang inspection team sa CAVITEX kung saan kasalukuyang ginagawa ang rampa na magkokonekta sa Manila-Cavite Expressway (Cavitex) sa C5 Link. Parte ito ng 1.9km, 2x3 lane portion ng Segment 2 ng proyekto na makatutulong sa mga motoristang umiwas sa mabigat na trapiko sa Sucat Road at Quirino Avenue, mula CAVITEX tungong Sucat. 

Kasama rin sa ininspekyon ang construction site ng 1.6 km, 2x3 lane na Segment 3A2 na magkokonekta naman ng Merville Interchange sa RSG Subdivision sa Pasay. Ang Cavitex C5 Link ay parte ng Manila-Cavite Toll Expressway Project na joint venture project ng CIC at ng Philippine Reclamation Authority. 

“ Katuwang ang CIC, doble ang ginagawa naming pagsisikap sa pagpapatayo ng mga istruktura ng CAVITEX C5 Link habang patuloy na pinangangalagaan ang kaligtasan ng mga manggagawa upang masiguro na makukumpleto ang Segment 3A2 sa first quarter ng 2022; at ang Segment 2 sa third quarter din ng susunod na taon” lahad ni DPWH Secretary Mark Villar. 

Ayon din sa CIC, bukod sa striktong pagsunod sa IATF guidelines laban sa COVID-19, patuloy din ang pagbibigay nito ng shuttling service at Personal Protective Equipment (PPE) sa mga empleyado nito. Gayundin, kamakailan, ay sinimulan ng kompanya ang vaccination program nito para protektahan ang lahat ng manggagawa laban sa naturang virus.  

Sa kasalukuyan, ang operational segment ng CAVITEX C5 Link ay ang Segment 3A1 na nagkokonekta sa Merville tungong Taguig, ay nagbibigay serbisyo sa humigi’t kumulang 12,000 motorista kada araw, ngunit sa oras na matapos ang kabuaan ng 7.7-kilometer segment, tinatanyang nasa 50,000 motorista mula sa Taguig, Makati, Las Pinas, at Pasay ang maseserbisyuhan nito.  

“Sa progresong nakita namin ngayong araw, kami ay umaasang matatapos ang CAVITEX C5 Link na naayon sa plano. Kami ay patuloy na nagsisikap na matopos ang proyektong ito sa kadahilanang  malaking kaginhawahan ang maidudulot nito sa ating mga motorista, gaya ng pagbabawas nito sa trapiko sa EDSA, Sales Road at iba pang mga daan sa paligid nito. Ito rin ay makakatutulong na mapabilis ng kulang kulang 45 minuto ang biyahe ng mga motorista mula CAVITEX R1 papuntang Makati at Taguig”, dagdag ni Villar.  

Ang CIC ay isa sa mga subsidiary ng Metro Pacific Tollways Corporation (MPTC). Bukod sa CAVITEX at CALAX, hawak din ng MPTC ang concession rights ng North Luzon Expressway (NLEX), NLEX Connector Road, Subic-Clark-Tarlac Expressway (SCTEX), at Cebu-Cordova Link Expressway (CCLEX) sa Cebu. ###

*DOH-CALABARZON Turns-Over TELEICU System for Critically-ILL COVID-19 Patients to Quezon Medical Center in Lucena City*

The Department of Health (DOH) CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) today turned-over the first teleICU system that will be used at the intensive care unit of the Quezon Medical Center in Lucena City, Quezon.

Former Regional Director Eduardo C, Janairo, one of the guests of honor during the ceremony stated that he initiated the project to protect health care providers in ICUs because they are constantly at high risk of contracting the virus due to their proximity and exposure while treating critically-ill covid patients. “We can lessen these risks and still provide optimal care while minimizing the risk of acquiring the virus infection and ensuring their health and safety.”

“And through teleICU, we can manage patients remotely through an intensive care team that will monitor Covid patients in ICUs and provide updates on their health status to intensive care physicians remotely in order for them to deliver timely and effective critical care services,” he emphasized.

Janairo added that a critical Covid patient in an ICU can be monitored by placing a lifesignal patch on a patient’s chest for five days. “It is a cardiovascular monitoring device that will record the patient’s temperature, respiration rate, ECG trace, heart rate and movement in real time.” 

The data gathered by the lifesignal patch will be sent wirelessly and displayed in real time on a monitor. If symptoms develop, the device and its data platform will alert healthcare providers to take necessary action.

The lifesignal patch is disposable and can be self-applied and most important it reduces cross-contamination risk and time spent attaching individual devices to a patient.

The regional office has procured 600 lifesignal patches that will be used for critically-ill covid patients admitted at the Quezon Medical Center in Lucena City.

OIC-Director Paula Paz M. Sydiongco stated the tele-ICU project can help protect health care providers and also mitigate the rising Covid infection in Quezon, particularly in Lucena City which was recently placed under a strict modified enhanced community quarantine (MECQ).

“We will be deploying four more tele-ICU systems that will be placed at the San Juan Hospital in Batangas, Laguna Medical Center and San Pablo City General Hospital in Laguna and at the Southern Tagalog Regional Hospital in Cavite.” 

“Our health workers are the lifeblood of our health care system. We need to keep our health workers safe to ensure an effective health care system keeping patients safe, relieving their suffering and saving their lives,” she emphasized.   

TeleICU, also known as eICU, is the diagnosis and treatment of critically ill patients by a remote intensive care physician or intensivist and critical care nurses with the use of telecommunication such as videoconferencing, providing real-time audio and visual services to ICU centers regardless of their locations.

Dr. Janairo underlined that the current Covid pandemic is an opportunity for innovations and it is important to focus on improved health outcomes and reduce healthcare cost. 

“There will be many lessons that can be learned during this pandemic that will provide innovations and that will help shape the future of medicine. Telemedicine and particularly teleICU are among them which will play a significant role in creating a new model of health care for the future,” Janairo concluded.###

*Pangasinan solon lauds Cayetano for supporting creative industries in Congress*

Pangasinan 4th District Rep. Christopher de Venecia on Tuesday lauded former Speaker Alan Peter Cayetano for his leadership during his 15-month term as head of the House of Representatives, saying it opened the discussion on the plight of the creative industries.

“‘Yan ay isang konsepto na hindi kaagad naiintindihan ng lahat ng tao (Most people do not understand the concept immediately),” de Venecia said during a short program on July 6 in Dagupan City where Cayetano had introduced the “Alan Sari-sari Store Community” program to 100 sari-sari store owners.

“Maraming agam-agam at mga hindi nauunawaan sa sektor na ‘to pero sa ating pakikipagtulungan kay Speaker Alan Peter Cayetano ay talagang nabigyan tayo ng pagkakataon para maging kauna-unahang chairperson ng Special Committee on Creative Industry and Performing Arts sa bansa,” he added.

(Many were hesitant and could not understand this sector, but through the help of former House Speaker Alan Peter Cayetano, we were able to become the first chairperson of the Special Committee on Creative Industry and Performing Arts in the country.)

De Venecia said Cayetano believed in advocating for the creative industries during his term as House Speaker.

“Sa totoo lang, kung wala ang committee na ito, baka nakapila ako sa iba’t ibang komite at hindi napa-prioritize kasi hindi naman ‘sexy’ y’ung usapin ng creative industries,” De Venecia said.

(Truthfully, if this committee did not exist, I would probably be lining up in different committees [to bring up this issue] and this would not be prioritized because the discussion on creative industries is not as ‘sexy’ as the others.)

“Pero dahil nagkaroon tayo ng komite, linggo-linggo ay mayroon tayong mga hearings. Mas nauunawaan natin ang sektor, na kung hindi niyo naitatanong ay 7.34 percent ng GDP ng buong bansa at ‘yan ay ni halos walang tulong pa [mula] sa gobyerno,” he added.

(But because we have this committee, we are able to conduct weekly hearings and we are able to understand the sector better. In case you didn’t know, the creative industries contribute 7.34 percent to the gross domestic product of the country, and that is with almost no help from the government.)

De Venecia also noted that through the committee, they have managed to speak to around 35 sectors, including vloggers, chefs, visual artists, designers, and other creative and performing artists. 

“Lahat sila talagang andaming hinanaing dahil kahit kailan hindi sila napansin ng gobyerno. Hindi sila masyadong natutulungan. Pero dahil sa kabaitan rin at sa foresight ni Speaker Alan Peter Cayetano ay nabigyan ng boses ang sektor na ito sa Kongreso, na tayo ay tumutulong magsulong,” he said.

(All of them have concerns because they have never been given attention and help by the government. But because of the goodness and foresight of former House Speaker Alan Peter Cayetano, they were given a voice in Congress, and we are helping him move it forward.)

De Venecia also recognized Cayetano for helping Pangasinan in boosting local tourism and small businesses, citing the rehabilitation of its baywalk -- which used to be the “red light district” of the city -- and the funding of the San Fabian Biker’s Den as examples.

“Y’ung Biker’s Den na iyon, naitayo natin sa bulubunduking area ng San Fabian na dating liblib, pero ngayon talagang pinupuntahan na ng mga siklista,” de Venecia said.

*Cayetano, allies pledge assistance to Batangas amid Taal volcano unrest*

Former Speaker Alan Peter Cayetano and his allies on Friday vowed to send aid to Batangas residents displaced by the increasing unrest of Taal Volcano. 

Speaking before launching the distribution of cash aid in Baguio, Pangasinan, and La Union on July 2 as part of their weekly Sampung Libong Pag-Asa program, Cayetano said they will provide masks, food, and financial assistance to residents and officials in Batangas.

“Sa mga gustong magbayanihan, lalo na po sa mga area na malapit sa Taal, kailangan po nila uli ang ating tulong,” he said. 

(To those who want to help, those living near the Taal volcano need our assistance once more.)

The Philippine Institute of Volcanology and Seismology (PHILVOCS) placed Taal volcano under Alert Level 3 after a sudden phreatomagmatic eruption on Thursday, July 1. 

Member lawmakers of the Balik sa Tamang Serbisyo group also expressed their concern and support for residents living near the volcano. 

Batangas 2nd District Rep. Raneo Abu assured his constituents that he will immediately return to the province to lead local response to the volcanic unrest.

 “Di tayo magpapatalo sa Bulkang Taal (We will not be defeated by the Taal volcano),” he said. 

Bulacan 1st District Rep. Jonathan Sy-Alvarado asked the affected residents to stay strong amid the ongoing situation in Taal volcano. 

“Tatagan niyo lang po ang inyong kalooban. Mag-isip parati ng positibo at tutulungan tayo ng Panginoon,” he said.

(Stay strong. Think positive and the Lord will help us.)

In January last year, the House of Representatives under Cayetano, who was then House Speaker, held a plenary session at the Batangas City Convention City after Taal volcano erupted.

Lawmakers then pushed for a P30-billion supplemental budget for residents affected by the eruption. The move was supported by President Rodrigo Duterte. 

*10K Ayuda Bill*

Meanwhile, Cayetano reiterated his call on Congress to support the enactment of the 10K Ayuda Bill, which seeks to provide cash aid for families affected by the ongoing COVID-19 pandemic.

“Nagdecide tayo na P10,000 kasi gusto natin pang-ahon di lang pangtulay,” he said. “Di natin kailangan hintayin na mawala ang COVID-19 bago tayo bumangon.”

(We decided that the amount should be P10,000 because we want them to rise up from this crisis and not just get by. We don’t need to wait for the COVID-19 pandemic to disappear before we start rising up.)

The 10k Ayuda Bill was filed on February 1 with the aim of promoting household consumption and stimulating the economy. While the bill was consolidated to the Bayanihan 3 bill, its provision on the distribution of P10,000 cash aid to every Filipino family was left out.

On Friday, Cayetano and his allies distributed P10,000 each to 400 beneficiaries in Northern Luzon and 100 commenters on the Facebook livestream of their Sampung Pag-Asa Program. 

The Sampung Libong Pag-Asa took off from the vision of the 10k Ayuda Bill. Since the program’s inception on May 1, the program has already reached more than 4,000 beneficiaries nationwide. 

Cayetano encouraged beneficiaries to use the cash aid to start their own businesses.

“Wag matatakot magsimula ng negosyo. Marami ang nagsasabi wag magnenegosyo ngayon dahil pandemic,” he said. “Sa Sampung Libong (Pag-Asa), it’s our pleasure na makatulong na masimulan ang business niyo.”

(Don’t be afraid to start a business. A lot of people are saying that we shouldn’t start a business during a pandemic. In our program. It’s our pleasure to help you start your own business.)

One of the program’s beneficiaries was coal and rice vendor Fredielyn Garcia of Bugalion, Pangasinan. She said she used the cash aid to start a small rice and coal business.

“Wag po tayo mawalan ng pag-asa. Lagi lang po tayo manalig sa Diyos. Maraming tutulong po sa atin,” she said.

In Baguio, visual artist Bienvenido Villaluna said he and his fellow artists were deeply affected by the pandemic due to a decline in clients and difficulty in acquiring art materials. 

“As an artist, yung epekto ng pandemic na ito, parang kang sinasakal. Para matuluyan ka na,” he said.

“Gagamitin ko yun (cash aid) sa mga paintings since yan ang kinakabuhay ko. Makakabili na ako ng pintura. ‘Tas yung mga lumang brush, mapapalitan ko na,” he said.

(As an artist, it felt like the pandemic was choking us. It felt as if it wanted to finish us. Now, I will use this cash aid on my paintings since they are my source of income. I will now be able to buy paint and replace my old brushes.) ####

CALABARZON HEALTH FACILITIES ON FULL ALERT FOR TAAL ERUPTION

The Department of Health (DOH) CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) and other government agencies are now on full alert following PHILVOCS announcement raising the alert status of Taal to Alert Level 3 as of July 1, 2021.

OIC-Regional Director Paula Paz M. Sydiongco stated that all health facilities in Batangas province have been placed on code white alert and ready to provide emergency care in case of mass casualties or emergencies. “We will be providing N95 masks and jerry cans to residents in high-risk areas in preparation for evacuation.”

“The Batangas DOH-Provincial Health Team Office is now mobilized and prepared to provide preventive health measures that may be caused by volcanic eruption including burns, suffocation, skin diseases, respiratory problems and even death,” she added. 

Sydiongco advised residents of communities near the volcano to wear facemasks and face shields due to the volcanic smog or vog. “Exposure to the vog can cause irritation to the eyes, throat and respiratory tract irritation. Those with health conditions including the elderly, pregnant women and children are most vulnerable to its effects.”

“Pinaalahanan din natin ang mga residente na tayo ay nasa pandemya pa rin at kailangan nating sumunod sa mga community health protocols gaya ng social distancing, pagsusuot ng face mask at paghuhugas ng kamay.”

*Cayetano hopes to reach consensus on 10K cash aid with Executive before SONA

Former House Speaker Alan Peter Cayetano on Wednesday said he is hoping to reach a consensus with the Executive Branch on his P10,000-per-family cash aid proposal before President Rodrigo Duterte delivers his State of the Nation Address (SONA) on July 23.

In a press conference together with his allies in Congress on June 30, Cayetano said the group is willing to present the information they have gathered on the effectiveness of the 10K Ayuda proposal.

“Sana tama ang impormasyon ng Pangulo going to the SONA and that we reach a consensus. The President has to have the right information dahil baka hindi umaabot sa kanila na may ganoong pondo,” he said.

(I hope the President has the correct information going to the SONA and that we can reach a consensus. The President has to have the right information because the fact that there are funds might not be reaching him.)

Cayetano was Duterte’s running mate in the 2016 national election.

The former Speaker had previously said there are multiple available sources to fund the P10,000 per family cash aid.

He had cited the P207-billion worth of unobligated funds on top of the P400 billion declared in the government’s December 21, 2020 book balance, which he said can be reprogrammed similar to what the House did in Bayanihan 1.

“We will work with the government, not against it,” he said.

Cayetano also urged Congress to hold a hearing on the unused funds from Bayanihan 2, such as P18.4 billion which was allocated for COVID-19 testing, contact tracing, and healthcare workers as well as the P23 billion which was reallocated for the P1,000 per person cash aid distributed by Malacañang.

“Pag-aralan natin ano ‘yung mga programa (sa ilalim ng Bayanihan 1 at 2) na helpful para ulitin, ano ang mga hindi maganda para ‘di na ulitin, ano ‘yung hindi in-implement, at bakit hindi in-implement,” he said.

(Let’s look into the programs under the Bayanihans 1 and 2 that were helpful and worth repeating and which ones should not be repeated, as well as the programs that agencies failed to implement and why they were not implemented.)

“I appeal to all our leaders to be very sober, but of course I appeal to the government to listen to the issues that are happening on the ground,” Cayetano added. ###

SSS implements mandatory use of PRN for loan payments starting July 1

The Social Security System (SSS) reminds its members and covered employers that the mandatory use of Payment Reference Number (PRN) for Salary, Calamity, Emergency, and Restructured loan payment transactions starts today, July 1, 2021, covering the billing month of June 2021.

SSS President and CEO Aurora C. Ignacio said the use of PRNs for loans was introduced in November 2020 as part of the state pension fund's Real-Time Processing of Loans (RTPL) Program. It facilitates the immediate and correct posting of loan payments to their matching loan accounts.

"Initially, we planned to implement the mandatory use of PRN for loans on February 1, 2021. However, we decided to move this to July 1 to give our members and covered employers more time to register in the My.SSS portal. It also allows them to update their email addresses and mobile numbers through their My.SSS account for them to receive their PRN for loans notification on time," she added.

Non-PRN loan payments will no longer be accepted beyond June 30, 2021, including loan payments made through Electronic Data Interchange (EDINet) facility.

The PRN for loans is a system-generated number corresponding to a loan billing statement of an individual member (self-employed, voluntary, or Overseas Filipino Worker members) or employer.

Every first to the sixth day of the month, the SSS generates loan billing statements and notices with PRNs and sends them to the registered email addresses and mobile numbers of individual members and employers.

Aside from sending the statements and notices through email and SMS, these are also available starting every seventh day of the month in the PRN-Loans tab of the My.SSS portal in the SSS website (www.sss.gov.ph).

Should individual members need to modify the amount to be paid in their loan billing statement, they may do so by using their My.SSS account or at SSS branches.

Employers, on the other hand, can make changes only through their My.SSS account, where they must also submit an electronic-Loan Collection List (e-LCL). They may download the e-LCL from their My.SSS accounts for offline editing and afterward upload/submit the updated e-LCL also through their My.SSS. Once the updated e-LCL is uploaded, they can proceed to pay their employee's loans using PRN.

The printout or screenshot of the loan billing statement with PRN and barcode or SMS of loans PRN received from the SSS must be presented upon payment.

Short-term loan payments with PRN will only be accepted through SSS branches with Automated Tellering Systems (ATS) or RTPL-compliant collecting partners.

Employers may course their payments through the BancNet eGov facility using the following banks:

  • Bank of Commerce,
  • China Bank Corporation,
  • CTBC Bank,
  • EastWest Bank
  • Metropolitan Bank and Trust Company,
  • MUFG Bank,
  • Philippine Bank of Communication,
  • Philippine National Bank,

  • Philippine Veterans Bank,
  • Robinsons Bank,
  • Standard Chartered Bank, and
  • United Coconut Planters Bank.
Meanwhile, employers and individual members can make short-term loan payments through the following:
  • Bayad Center,
  • CashPinas,
  • Partner Rural Bank,
  • Rizal Commercial Banking Corporation,
  • Rural Bank of Lanuza Inc.,
  • Security Bank Corporation,
  • SM Mart Inc. and
  • Union Bank of the Philippines.
Individual members abroad may also course their payments through the foreign branches of the Philippine National Bank, Ventaja International Corporation, and i-Remit, Inc.

SSS also announces that a facility to generate PRN for individual members is now available through the PRN-Loans module in their My.SSS account. It will serve as an alternative facility for recently separated employment members whose loan billing is still included in their employer's PRN but would like to continue paying their loans as individual members.

Educational Assistance Loans (EALs), however, are not yet included in the PRN billing system. Members with EALs will still have to course payments through any SSS branch with ATS using the Payment Slip for Short-term Member Loans form.

ELEAZAR PLACES LOCAL POLICE ON ALERT IN CASE EVACATION IS NECESSARY IN TAAL VICINITY

Philippine National Police (PNP) Chief, Police General Guillermo Lorenzo T Eleazar placed the Calabarzon Police on alert in case there’s a need to evacuate residents near and in the surrounding areas of Taal Volcano which continues to emit sulfur dioxide.

PGen Eleazar said the concerned police offices and units should start coordinating with local government units to find out if there are residents in need of assistance due to the volcano’s continuing state of unrest. 

He noted that the local police offices should also monitor developments on the volcano’s activity.

“Ngayon pa lamang po ay simulan na natin ang pakikipagcoordinate sa mga lokal na opisyal para agad tayong makapagbigay ng tulong sa mga residenteng apektado nitong kasalukuyang activity ng bulkan,” Eleazar said. 

“Mas maganda po na tayo’y maging alerto at handa para matiyak ang kaligtasan ng bawat isa,” he added. 

Alert Level 2 is hoisted over Taal Volcano. According to PHIVOLCS, steam-driven or gas explosion or gas accumulation may occur under this level. PHIVOLCS also said the entire Taal Volcano Island should be off-limits. 

“Sisiguraduhin po nating walang makalalapit sa nasabing isla,” the PNP Chief assured. 

In January 2020, the police raised its security status on some areas in Calabarzon, especially in Batangas, following Taal Volcano's phreatic eruption.

TAAL VOLCANO BULLETIN (UPDATE): As of July 1, 2021 3:37 PM

This serves as notice for the raising of the alert status of Taal from Alert Level 2 (increasing unrest) to Alert Level 3 (magmatic unrest). At 1516H (3:16 PM) PST, Taal Volcano Main Crater generated a short-lived dark phreatomagmatic plume 1 kilometer-high with no accompanying volcanic earthquake.

In view of the above, DOST-PHIVOLCS is now raising the alert status of Taal from Alert Level 2 to Alert Level 3.  This means that there is magmatic intrusion at the Main Crater that may further drive succeeding eruptions. PHIVOLCS strongly recommends Taal Volcano Island and high-risk barangays of Agoncillo and Laurel, Batangas be evacuated due to the possible hazards of pyroclastic density currents and volcanic tsunami. The public is reminded that the entire Volcano Island is a Permanent Danger Zone (PDZ), and entry into the island as well as high-risk barangays of Agoncillo and Laurel is prohibited. In addition, communities around the Taal Lake shore are advised to take precautionary measures and be vigilant of possible lakewater disturbances related to the ongoing unrest.###

DOLE-BPO organized a gift-giving activity in celebration of the World Day against Child Labor

In celebration of the World Day against Child Labor, DOLE Batangas Provincial Office (DOLE BPO) organized a gift-giving activity recently at the Mabini Plaza, Batangas City, province of Batangas.

40 parents of child laborers from 5 barangays in Batangas City received an emergency bag with supplies from DOLE BPO. In addition to that, several companies extended their support by giving goods to these families: AvancePilipinas, Inc. gave a bag of groceries, Republic Cement contributed 5 kilos of rice and AG & P donated canned goods for each beneficiary.

The said activity was made possible through the help of the local government of Batangas City. DOLE BPO coordinated with the city’s Public Employment Services Office (PESO) and City Social Welfare and Development Office (CSWDO). They have assisted in locating the beneficiaries in barangays Malitam, Cuta, Wawa, Sta. Clara and Poblacion who were previously profiled under the Child Labor Profiling Program by the DOLE BPO in 2019. 

DOLE BPO Provincial Director Predelma M. Tan, reiterated that the event was meant to remind everyone about the department’s advocacy to end child labor. She also stressed the impact of the hazardous child labor in families.

“Ang mga bata, dapat nag-aaral, naglalaro at nagsasaya kasama ng kanilang mga pamilya lalo’t higit sa panahong ito”, she said.

Meanwhile, Mr. Noel Silang, Batangas City’s PESO Manager, shared the good news that the Batangas City will allocate 1% of the city’s budget for the protection and welfare of children. He said that current city mayor, Hon. Beverley Rose Dimacuha, expresses her serious concern about these children, hence the budget allotment for this sector in 2022.
